The 14th National Congress of the Party clearly defined the nation’s comprehensive development orientation and established a specific action programme for the new stage of development.
The economic growth model continues to shift decisively from extensive to intensive development, with science and technology (S&T), innovation, and improved institutional quality serving as the main drivers, thereby laying the groundwork for the country to enter a new era of development marked by strong aspirations and ambitious goals.
The Congress also clearly outlined the development plan for the next five years, ensuring continuity, stability and sustainability, and providing a solid foundation for faster growth, greater modernization and deeper international integration.
Based on national development orientations and its considerable growth potential, with strengths in high-tech agriculture, forestry, renewable energy, the marine economy and “forest-sea” tourism, Dak Lak Province is focusing on the coordinated implementation of solutions to turn its development aspirations into reality.
For the 2025-2030 term, the province has identified three key breakthroughs: upgrading transport infrastructure and regional connectivity; improving institutions and the investment and business environment; and attracting flagship projects in agriculture, processing industries, logistics, renewable energy and tourism. Simultaneously, it places strong emphasis on human resource development, social welfare, national defence and security, and the maintenance of social stability.
With strong determination from the entire Party organization, authorities and people, Dak Lak strives to become a dynamic, fast-growing, sustainable and well-integrated socio-eco centre, making active contributions to the country’s overall development in the new era.

After studying the documents of the 14th National Party Congress, and in the capacity as a key advisor and organiser of information, education and mass mobilisation work at the local level, I pay particular attention to the requirement for further comprehensive renewal of this work, ensuring closer alignment with development realities and the task of maintaining social stability in the new context.
What I find particularly significant is the Congress’s emphasis on the role of information, education and mass mobilisation work as an important channel for promptly grasping and addressing issues arising at the grassroots level, preventing them from accumulating into complex and prolonged problems.
For Dak Lak Province after the merger, with its expanded development space stretching from the Central Highlands toward the coast, a multi-ethnic population and diverse livelihoods, this requirement becomes even more pronounced. It calls for information, education and mass mobilisation work to not only closely engage with ethnic minority communities in the highlands, but also to proactively grasp emerging issues in coastal areas, among fishing communities, in inter-regional linkages and amid social mobility.
The Congress also sets out the requirement to strengthen capacity in monitoring, analysing and forecasting ideological trends and public opinion, considering this an important basis for improving the quality of advisory work to Party committees in leadership and direction.
Local realities show that when grassroots situations are closely grasped and the role of core forces is effectively promoted, many issues can be resolved at an early stage, thereby helping to maintain political and social stability. These orientations provide a foundation for propaganda and mass mobilisation work in the province to shift decisively from merely conveying policies to accompanying grassroots communities, strengthening public trust and creating a solid basis for long-term development.

As a delegate from an ethnic minority community, I feel deeply honoured and proud to attend the 14th National Congress of the Communist Party of Việt Nam. The Congress is a major political event taking place as the country enters a new stage of development, with increasingly high requirements for sustainable growth and the close integration of economic, political and social development with culture and the Vietnamese people.
Attending the Congress as a representative of grassroots officials and Party members from ethnic minority communities, I bring with me the trust, dedication and expectations of the ethnic groups in Dak Lak Province for the Party’s major policy decisions in the period ahead.
I hope that the Party and the State will continue to give substantive and long-term attention to ethnic minority, mountainous and Central Highlands regions through coherent policies and guidelines aimed at promoting socio-eco development, ensuring sustainable poverty reduction, and preserving and promoting the unique cultural values of the Central Highlands, viewing culture as a core driving force and a regulatory pillar for the country’s sustainable development in line with the spirit of the Politburo’s Resolution No. 80. Simultaneously, greater emphasis should be placed on the training and capacity building of ethnic minority cadres who are both politically steadfast and professionally competent, in order to meet increasingly demanding requirements.
With a profound sense of pride and expectation, we believe that the 14th National Party Congress will generate new momentum and fresh impetus, enabling the country to move forward with confidence and strength in the new era.

Education is the foremost national policy, shaping the future of the nation. The 14th National Party Congress identifies education and training, together with S&T, as key pillars laying the foundation for Vietnam’s rapid and sustainable development in the new era of growth. This viewpoint reflects a comprehensive and in-depth approach to the role of education in improving human resource quality, fostering innovation, and advancing national digital transformation.
The formulation of a National Target Programme on improving the quality of education and training is expected to lay an important foundation for the education sector to make breakthroughs and contribute more effectively to national development in the new phase. The overarching goal is to build a modern education system aligned with regional and international standards, with a strong focus on modernising facilities and enhancing human resource quality - a decisive factor for achieving breakthroughs in S&T and innovation.
In line with this orientation, Dak Lak continues to prioritise improving the quality of general education and fostering the holistic development of students, with a focus on digital skills and foreign languages, promoting STEM education, and effectively implementing student streamlining aligned with labour market demand and the province’s key sectors. Simultaneously, the province places emphasis on building a strong teaching workforce, adopting policies to attract and incentivise high-quality human resources for teaching and research, thereby creating momentum for sustainable education development and meeting socio-eco development requirements in the new period.
