On April 23, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, PPC Chairman, comrade Do Huu Huy held a working session with a delegation from China Pacific Construction Group (CPCG) to explore investment cooperation opportunities in the province.
CPCG is one of China’s largest private enterprises, currently implementing several large-scale projects in Vietnam while exploring further investment expansion across multiple localities, including Dak Lak, primarily in construction, operation, and infrastructure management.

At the meeting, Mr. Yan Jiehe, CPCG founder expressed interest in cooperating with Dak Lak under a model combining roles as investor and EPC contractor, while undertaking long-term quality management, operation, and maintenance. The group’s representative committed to ensuring project progress as well as quality, provided the provincial support and favourable conditions.
PPC Chairman, comrade Do Huu Huy welcomed the group’s interest in the provincial infrastructure development, noting Dak Lak is prioritising investment attraction in transport, urban development and industrial parks. He affirmed that the province will consider as well as study the group’s proposals in line with planning frameworks, development orientation and legal regulations, while facilitating investors seeking partnership opportunities in the locality.
* On the same day, a memorandum of understanding (MoU) between the Department of Construction together with CPCG was signed in the presence of the PPC Chairman, comrade Do Huu Huy.
Under the MoU, both sides agreed to establish a cooperation framework based on principles of voluntariness, equality, mutual benefit and compliance with respective legal systems as well as relevant international commitments. The six-article agreement focuses on information exchange, experience sharing, technical solutions, along with coordination in promoting construction investment.

The Department of Construction will provide guidance, relevant information alongside favourable conditions for the enterprise to study the investment environment in line with its functions and Vietnam’s legal framework. Both sides will strengthen cooperation in planning, urban development as well as technical infrastructure, particularly modern, sustainable construction solutions adaptable to climate change.
For its part, CPCG will conduct surveys, propose projects aligned with provincial development orientation, participate in investment promotion activities and mobilise resources to implement infrastructure along with urban projects.
