Dak Lak exceeds public investment disbursement target registered with Finance Ministry

The PPC recently held a meeting to review public investment progress among agencies and units that had committed to specific targets.

According to the meeting, as of noon on September 30, 2026, the province had disbursed more than 7.0965 trillion VND, equivalent to 101 % of the amount registered with the Ministry of Finance (7.025975 trillion VND), exceeding the registered figure by nearly 70.6 billion VND.

Disbursement reached 100.91 % of the September target under PPC Plan No. 411/KH-UBND, which set a figure of more than 7.0327 trillion VND; concurrently, exceeding the planned amount by more than 63.8 billion VND.

Under the disbursement scenario set out in Plan No. 411/KH-UBND, six of the nine management boards allocated large amounts of capital had exceeded their cumulative September targets, with combined excess disbursement reaching 131.5 billion VND. Three boards had yet to meet their targets, leaving a combined shortfall of 22.3 billion VND.

Against figures registered with the Ministry of Finance, six boards had exceeded their cumulative September disbursement targets by a combined 115.6 billion VND, while three remained below their registered targets, with a total shortfall of 17.6 billion VND.

Concluding the meeting, PPC Chairman, comrade Do Huu Huy acknowledged and commended the provincial collective efforts, particularly those by agencies along with project owners that had exceeded their registered disbursement targets. The province will continue assigning PPC Vice Chairpersons to oversee four working groups, closely monitoring each project and contractor, tracking disbursement progress on a weekly basis, resolving difficulties facing individual project owners together with contractors, strengthening coordination among project owners, departments, sectors and local authorities, while focusing on national target programmes.

Provincial leaders asked the Department of Finance to monitor and assess public investment disbursement. Project owners must closely track disbursement KPIs as well as promptly register specific disbursement plans with provincial leaders for effective direction and management. Regarding more than 1.278 trillion VND in capital yet to be allocated, project owners combined with the Department of Finance were asked to proactively appraise projects and figures, ensuring immediate implementation once approved by the Provincial People’s Council.

“The Provincial People’s Council’s resolution requires 100 % disbursement by year-end, while October is a critical month. Therefore, disbursement targets must be realistic and higher than those set for September. Project owners must clearly define their objectives alongside responsibilities, promptly implement projects, generate disbursement and achieve the highest possible rate during the final three months of the year”, PPC Chairman Do Huu Huy stressed.
