Efforts to develop human resources for digital transformation

Dak Lak province has identified the development of digital human resources as a key task that must go one step ahead in its digital transformation strategy.

Implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology and digital transformation, Dak Lak province has decisively deployed solutions to train and attract digital human resources. The province currently has 4,507 people working in science and technology (S&T) organisations, including a highly qualified workforce of 4 professors, 24 associate professors, 189 doctorate holders and more than 1,000 master’s degree holders.

Comrade Bui Thanh Toan, member of the Provincial Party Standing Committee and Director of the Department of S&T, affirmed: “The province’s priority is to train high-quality human resources in advance in order to accelerate the development of science, technology and digital transformation in a faster and more substantive manner”.

Accordingly, the Department of S&T has advised the implementation of various special mechanisms to attract and effectively utilise digital human resources, while promoting efforts to enhance digital awareness and skills among cadres, civil servants and public employees to meet the operational requirements of the two-tier local government model.

In 2025 alone, the Department of S&T coordinated the organisation of six training courses on the exploitation and operation of new systems and software under the two-tier local government model for 565 cadres, civil servants and public employees from commune and ward People’s Committees, public service units and community digital technology teams. Several specialised training programmes on artificial intelligence, information security and data governance have also been implemented, contributing to stronger technological application capacity in practical work.

A notable highlight is the widespread implementation of the “Digital literacy for all” movement across the province, mobilising large numbers of youth union members, young people, teachers and technology enterprises to participate in providing digital skills training for residents.

Alongside broad-based training, the province has focused on “digitising” grassroots-level officials. At present, 159 cadres, civil servants and public employees with intermediate-level information technology qualifications or higher have been assigned to work in communes and wards. 100% cadres, civil servants and public employees have been equipped with computers for their work. All 102 communes and wards in the province have adopted digital signatures in specialised divisions such as offices and public administrative service centres, ensuring that online transactions are conducted safely and smoothly.

Dang Kang commune is one of the typical examples of efforts to develop digital human resources following the reorganisation of administrative units. With a large geographical area and a growing population after being established through the merger of the three former communes of Cu Kty, Hoa Thanh and Dang Kang, the commune has proactively established and maintained 28 community digital technology teams with 112 members. These members have overcome numerous difficulties, following the approach of “going to every alley and knocking on every door” to guide residents in installing VNeID, making electronic payments and using online public services. As a result, by the end of 2025 the commune’s rate of online administrative dossiers had reached more than 90 %, while the activation rate of VNeID electronic identification accounts reached 96.15%.

Comrade Vu Xuan Trieu, Secretary of the Party Committee of Dang Kang commune, said that in order for every resident to benefit from the digital transformation process, the commune is focusing on training and expanding digital skills while strengthening the capacity of community digital technology teams so that people can access technology at an early stage.
