By mobilising strength and close coordination with the enterprise community, Dak Lak province is turning its determination into action, positioning digital technology as an effective tool to accelerate digital transformation (DT) in a faster, more substantive and efficient manner.
Cooperation to drive digital transformation
In its development orientation, Dak Lak has clearly identified DT as a central and overarching task - an inevitable requirement and top priority for achieving rapid and sustainable development. The operation of the two-tier local government model has posed new challenges, requiring a strong shift towards governance based on digital platforms and data.

VNPT Dak Lak has actively partnered with the locality in designing and implementing comprehensive DT solutions across the three pillars: digital government, digital economy and digital society.
Notably, 2025 marked a strong breakthrough in 5G infrastructure. Viettel Dak Lak deployed 700 5G base stations, achieving outdoor coverage of up to 80%. Viettel’s 5G subscriptions recorded a record increase of 833% compared with 2024, reaching 250,000 users. Meanwhile, VNPT Dak Lak has worked to extend mobile broadband coverage to 100% of villages and hamlets with access to the national power grid.
Simultaneously, enterprises have made sustained efforts to ensure seamless digital infrastructure for Party and government agencies, strongly applying artificial intelligence (AI) in administrative procedure processing and deploying data-driven executive dashboards across all 102 communes and wards. Notably, 100% of electronic medical records and 100% of digital student records in health and education institutions have been completed under VNPT’s implementation.
From “Digital literacy for all” to model “digital communes”
A notable human-centred highlight of Dak Lak’s DT is the “hands-on guidance” to to popularise digital knowledge across the community. The “Digital literacy for all” programme has mobilised enterprises and community digital technology teams to reach villages and hamlets directly, guiding residents in acquiring basic digital skills.

The pilot “digital commune” model implemented by VN168 Technology JSC is a representative example. At 8 selected communes and wards, the enterprise has provided e-administration management platforms, equipment, dedicated network connections and AI applications to support information retrieval and document drafting. According to Bui Thi Hai, Chairwoman of VN168 Technology JSC, “DT must start at the grassroots level. Beyond providing technological solutions, we strive to narrow the digital divide for people in remote areas, foster habits of using digital tools and improve essential digital skills for daily life and production”.
With the guiding principle of “government in the lead, enterprises as partners and people as beneficiaries”, and thanks to shared responsibility, Dak Lak has achieved encouraging “greening” results across its DT targets. Do Huu Huy, Deputy Secretary of the Provincial Party Committee and Standing Deputy Head of the Provincial Steering Committee for science, technology, innovation and DT, noted that the most significant shift lies in changing mindsets.
Looking ahead to 2026, Dak Lak is determined to strengthen its position on the digital economy map, targeting a 14% contribution to GRDP and aiming for 30% by 2030. To achieve these goals, the province has identified the need for renewed approaches, removing bottlenecks in data and institutions to unlock all available resources.
