Investment attraction - a strategy for economic breakthrough

Among the eight key tasks set by the Dak Lak Provincial Party Congress, investment attraction has been identified as a central pillar, serving as a lever to unlock resources and transform potential into strong growth drivers.

The Resolution of the 1st Dak Lak Provincial Party Congress for the 2025-2030 tenure sets the goal of building a fast-growing, sustainable, civilised and culturally distinctive province. Accordingly, eight key tasks have been identified, with a focus on mobilising resources to ensure sustained growth of over 10% during the 2026-2030 period, particularly through improving the investment environment, strongly attracting investors and accelerating progress on major driving projects in the province.

At the same time, investment attraction is closely linked with human resource development and social welfare objectives. Under this strategic orientation, investment projects are required to go hand in hand with knowledge transfer and skills training for the local workforce, while prioritising inclusive business models that enable ethnic minority communities to participate in global value chains.

In the coming period, Dak Lak will intensify the implementation of key provincial projects and works, especially large-scale projects that have already received investment policy approval, such as Bai Goc port, Hoa Tam industrial park, Cu Lao Mai Nha project and social housing projects. Departments, sectors and local authorities will proactively remove obstacles and accompany investors, ensuring that projects are not delayed due to subjective factors.

In parallel, the province is determined to complete adjustments to the provincial master plan in the first quarter of 2026. Immediately after the revised plan is announced, the PPC will organise a large-scale investment promotion conference and proactively seek and select three to four strategic investors with strong capacity and long-term vision, in line with the province’s development orientation.

Dak Lak is also implementing a range of preferential policies to attract investment, including designated investment incentive areas and province-specific incentives. In addition, to facilitate investors’ access to information on mechanisms and policies, the provincial People’s Council has issued regulations on criteria for deciding investor selection through bidding for land-use investment projects.

Looking at the investment structure for the next period, the province will prioritise capital attraction in key sectors such as high-tech agriculture, renewable energy and deep-processing industries. Dak Lak is determined to improve its Provincial Competitiveness Index (PCI), using enterprise satisfaction as a benchmark for governance effectiveness. This approach is expected to strengthen investor confidence and encourage major groups to invest in smart urban infrastructure and eco-tourism projects, positioning Dak Lak as a leading investment destination in the South Central Coast - Central Highlands region.
