Strategic decisions driving sustainable development

With a renewed spirit, strong determination and a rising aspiration for progress, the Dak Lak Provincial Party Committee has set out a series of key policy directions for the 2025-2030 tenure.

These are not only strategic orientations but breakthrough measures designed to unlock potential, leverage advantages and create momentum for rapid, sustainable development.

A top priority in the new tenure is human resource development, particularly high-quality personnel-considered both a decisive factor for competitiveness and a foundation for long-term, sustainable growth. Cadre work will continue to be renewed, with an emphasis on merit-based appointments and promoting capability, integrity and commitment. Leaders and managers at all levels, especially heads of agencies, are expected to embody exemplary qualities, demonstrate strategic thinking, and meet the demands of a new development era. In parallel, the province is accelerating institutional reform and enhancing government operations towards a streamlined, modern and efficient administration that better serves citizens and enterprises.

The first Dak Lak Provincial Party Congress identifies science, technology, innovation and digital transformation as primary drivers of provincial development. The province is pushing ahead with digital transformation across all three pillars: digital government, digital economy and digital society. Advancing administrative reform, improving the business environment and supporting enterprise growth.

According to Bui Thanh Toan, Member of the Provincial Party Standing Committee and Director of the Department of Science and Technology, making science, technology, innovation and digital transformation core development drivers for the 2025-2030 period reflects a major shift in development thinking. This approach forms the backbone of a new growth model, creating strategic leverage for accelerating industrialization and modernization, strengthening internal capacity and resilience, and enhancing development autonomy amid deepening integration and intensifying global competition.

The province also aims to mobilize all available resources to develop and modernize socio-economic infrastructure, particularly transport, urban infrastructure, industrial parks and clusters, and digital infrastructure to support fast and sustainable growth. Vice Secretary of the Provincial Party Committee cum PPC Chairman Ta Anh Tuan affirmed that infrastructure is a foundational and catalytic breakthrough. Staying one step ahead in infrastructure development will open up new development space and unlock other resources. To this end, Dak Lak will focus resources and work closely with central agencies to accelerate key expressway projects such as Khanh Hoa-Buon Ma Thuot, the Eastern North-South Expressway, and the province’s East-West expressway. The province will also coordinate the upgrade of Tuy Hoa airport and the expansion of Buon Ma Thuot airport to accommodate international flights, while prioritising investment to soon put the Bai Goc deep-water port into operation.

Under this direction, the province is also completing infrastructure in existing industrial parks and clusters while expanding new industrial zones, particularly those within the South Phu Yen Economic Zone. It is calling for investment to establish major logistics centers and inland container depots in strategic locations such as Đong Hoa and Krong Buk, ensuring integrated transport connectivity to serve both economic hubs.

These policy breakthroughs reflect a strategic vision and reaffirm the province’s determination to drive transformative change, turning potential into advantage and enabling Dak Lak to achieve fast, sustainable development, becoming a new growth pole of the region in an era of integration and innovation.
