The decisive factor in realising the aspiration for rapid and sustainable development

Among the strategic breakthroughs outlined at the 14th National Party Congress, the breakthrough in developing high-quality human resources continues to be highlighted with renewed thinking. Key priorities include restructuring the workforce and improving overall human resource quality, fostering high-quality talent, intensifying the attraction and effective use of talents as well as encouraging and protecting dynamic, innovative cadres who dare to think, dare to act, and dare to take responsibility for the common good.

Based on newly established awareness and development thinking, the 14th National Party Congress underscores the need for strong reform and substantive improvements in the quality of education and training. In particular, higher education and the training of science and technology (S&T) human resources are placed at the core of the country’s development driver system.

In step with national development efforts, Dak Lak has focused on making breakthroughs in improving human resource quality by strongly investing in education, training and vocational education; prioritising the development of high-quality human resources, particularly in technology and digital transformation; fundamentally renewing leadership thinking and organisational methods; and strengthening cooperation between enterprises and educational institutions. These measures aim to meet the requirements of rapid and sustainable socio-eco development while addressing the shortage of skilled technical workers.

With a workforce of more than 1.2 million people, nearly 40 percent of whom are young, Dak Lak is regarded as a locality with a strong human resource advantage. However, practical experience in recent years shows that while the number of intellectuals has increased, a clear imbalance remains: most are concentrated in the social sciences and humanities, whereas human resources in the natural S&T and engineering account for a relatively modest proportion. The province is therefore in need of high-quality human resources in its key and potential sectors, including high-tech agriculture, processing and supporting industries, renewable energy, digital transformation and smart tourism.

Fully aware of the breakthrough role of human resources, Dak Lak is focusing not only on quantity but also on quality and the distinctive characteristics of its workforce, particularly in the context of digital transformation and administrative unit consolidation, in order to build a solid foundation for sustainable development. Many local agencies and enterprises are also implementing policies to attract S&T talent and to train a highly skilled workforce, directly meeting their production and business needs as well as the local’s development requirements.

The development of human resources, particularly high-quality human resources, has consistently been identified by the Party as one of the three strategic breakthroughs across multiple National Party Congresses. In the new development phase, this task has become even more urgent, requiring strong innovation in thinking, approaches and policies to fully unleash the potential of the Vietnamese people.
