Comrade Luong Nguyen Minh Triet, Member of the Party Central Committee and Provincial Party Secretary, recently conducted a field inspection as well as working session with departments, sectors, and localities regarding the implementation of community facilities combined with flood-resilient shelters in Hoa My and Hoa Thinh communes.

According to a report from the Department of Construction, following PPC directives, the department has coordinated with localities to review and propose construction of 295 community facilities combined with flood-resilient shelters across 34 communes alongside wards.
The Department of Construction has also developed three standard design models tailored to specific local conditions. All structures are designed as grade-III buildings with two storeys together with reinforced concrete frames, ensuring both community use and safe shelter during natural disasters. The total estimated investment is approximately 460 billion VND, with each project costing between 1.56 billion VND and 1.77 billion VND.
The province plans to implement 13 projects in Hoa My commune along with 14 projects in Hoa Thinh commune. Field inspections show that localities have proactively allocated cleared land for projects, including State-managed public land, existing cultural house sites, surplus office land, as well as community-use land.

After site inspections as well as reports from relevant units and localities, Provincial Party Secretary Luong Nguyen Minh Triet emphasised that investment in community facilities combined with flood-resilient shelters is a crucial and urgent task to ensure safety of people’s lives and property, particularly in disaster-prone areas.
The Provincial Party Secretary requested that particular attention be paid to design, ensuring all essential functions are in place so that facilities can serve regular community activities while providing safe shelter during floods. Priority should be given to multi-functional spaces with adequate capacity for local populations; well-ventilated and safe temporary accommodation areas; full provision of electricity, clean water, cooking areas, sanitation facilities, along with rescue and relief equipment.
In addition, the facilities must be structurally robust, capable of withstanding loads, flooding and storms, with well-designed emergency exits for safe alongside efficient evacuation. Communication and early warning systems should also be integrated to support command and coordination during disasters.
The Provincial Party Secretary also urged localities to proactively review and select suitable construction sites, ensuring elevated as well as safe locations; effectively mobilise resources; accelerate construction progress; together with bring projects into operation soon to deliver practical and long-term effectiveness, thereby strengthening disaster prevention alongside response capacity at the grassroots level. Relevant departments, sectors, units, and localities are required to concentrate resources to commence construction before June 30, while striving for completion before September 15.
