On the afternoon of March 30, the 11th Provincial People’s Council for the 2026 - 2031 tenure convened its first session to consider together with decide on personnel matters and several important issues.

At the session, the Provincial People’s Council reviewed and assessed the report on the election results of the 2026 - 2031 Provincial People’s Council and confirmed eligibility of deputies of the 11th Provincial People’s Council; as well as situation and outcomes of voter meetings with candidates for the 11th Provincial People’s Council during election campaign.
With a spirit of democracy, objectivity, fairness, and strict compliance with legal regulations, the session elected key leadership positions of the Provincial People’s Council.
Accordingly, comrade Cao Thi Hoa An, Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, and Chairwoman of the 10th Provincial People’s Council, was re-elected as Chairwoman of the 11th Provincial People’s Council for the 2026 - 2031 tenure. The following comrades were re-elected as Vice Chairpersons of the 11th Provincial People’s Council for the 2026 - 2031 tenure: comrade Tu Thai Giang, Member of the Provincial Party Standing Committee and Standing Vice Chairperson of the 10th Provincial People’s Council; comrade Do Thai Phong, Member of the Provincial Party Committee and Vice Chairperson of the 10th Provincial People’s Council; together with comrade Phuc Binh Nie Kdam, Member of the Provincial Party Committee and Vice Chairperson of the 10th Provincial People’s Council.

The session also adopted a resolution establishing specialised boards of the Provincial People’s Council, including Economic - Budget Board, Culture - Society Board, Legal Affairs Board, alongside Ethnic Affairs Board and proceeded to elect boards’ heads.
At the session, delegates also elected comrade Do Huu Huy, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Secretary of the PPC Party Committee, as PPC Chairman for the 2026 - 2031 tenure. The following comrades were re-elected as PPC Vice Chairpersons for the 2026 - 2031 tenure: comrade Ho Thi Nguyen Thao, Member of the Provincial Party Standing Committee and PPC Standing Vice Chairperson for the 2021 - 2026 tenure; comrade Nguyen Thien Van, PPC Vice Chairperson for the 2021 - 2026 tenure; comrade Dao My, PPC Vice Chairperson for the 2021 - 2026 tenure; together with comrade Truong Cong Thai, PPC Vice Chairperson for the 2021 - 2026 tenure. Delegates also reached high consensus in electing 14 PPC members for the 2026 - 2031 tenure.

The session also elected People’s Jurors of the Provincial People’s Court and People’s Jurors for 15 regional courts, as well as adopted a resolution on organising regular sessions of the Provincial People’s Council in 2026.
Delivering directive remarks at the session, Member of the Party Central Committee and Provincial Party Secretary Luong Nguyen Minh Triet emphasised that this was a session of special significance, laying foundation for the entire tenure, as Dak Lak is operating under a new administrative model. The election of key positions within the People’s Council, the People’s Committee, boards of the People’s Council, and People’s Jurors at both tiers of the provincial court system is critical to ensuring the organisational apparatus and personnel structure become fully operational in an effective alongside efficient manner from April 1, 2026.
Comrade Luong Nguyen Minh Triet required that the new apparatus of the Provincial People’s Council and PPC must be a united, resilient, professional, receptive, intellectually capable, and creative collective, acting more decisively and effectively to ensure that all high-quality decisions and resolutions, closely aligned with reality, creating breakthroughs for double-digit growth while delivering tangible benefits to people. The operations of the People’s Council and the People’s Committee must shift strongly from administrative management to development facilitation and service, with particular emphasis on administrative discipline together with public service ethics.
The Provincial Party Secretary stressed that the Party organisations, authorities, voters, and people in the province expect and trust that the Provincial People’s Council, PPC, along with deputies of the Provincial People’s Council for 2026 - 2031 tenure will continue to build on previous achievements and experience, remain dynamic, creative, united and responsible, effectively fulfil assigned duties, thereby contributing to the successful implementation of the Provincial Party Congress Resolution.
In closing remarks, comrade Cao Thi Hoa An, Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, and Chairwoman of the Provincial People’s Council, outlined six groups of key orientations along with tasks for the coming period. In particular, she proposed that the province focus on completing organisational apparatus and improving effectiveness alongside efficiency of local government operations. Agencies should promptly issue working regulations together with assign specific tasks under the principle of “clear roles, clear tasks, clear responsibilities, clear progress, clear timelines, and clear outcomes”, with attention to building a cadre contingent with sufficient qualities and capabilities in the new context; synchronously and effectively implement central and provincial resolutions; maximise local potential as well as advantages to promote economic restructuring in association with renewing the growth model; improve the investment environment; mobilise and utilise resources effectively to ensure the targeted double-digit growth.
Regarding the operations of the Provincial People’s Council, she requested that its Standing Committee, boards, and deputies continue to innovate working methods along with improve quality of sessions as well as supervisory activities. Each deputy should continuously strengthen their political mettle, proactively study laws, maintain close ties with people, as well as faithfully reflect their will and aspirations. Simultaneously, efforts should be made to consolidate the great national unity bloc, mobilise combined strength, and encourage people and business community to promote patriotism, self-reliance, alongside collective determination to successfully achieve the provincial development goals.
