In line with the spirit of Politburo Resolution No. 68-NQ/TW, Dak Lak province has rolled out a comprehensive set of decisive measures to gradually position the private economic sector as a key driving force, making substantive contributions to the province’s sustainable development.
Despite broader economic headwinds, entrepreneurial community in Dak Lak has recorded strong growth in both scale and quality. By the end of 2025, the province is estimated to have seen around 3,200 newly established enterprises, bringing the total number of operating enterprises to more than 20,354. Notably, total registered capital reached 36 trillion VND, exceeding the set plan, equivalent to 136% of the target.

To generate momentum and create favourable conditions for enterprises, one of the provincial People’s Committee’s top priorities over the past year has been to build a transparent and facilitative administrative environment. Administrative reform delivered tangible results, with 100% of dossiers resolved on schedule. The province scored 89.31 points in the Citizen and Business Service Index, ranking 20th out of 34 provinces and cities nationwide. In particular, satisfaction levels among citizens and enterprises in handling administrative procedures remained high, at 93.54%.
At the same time, Dak Lak has focused on resolving long-standing bottlenecks related to land and investment. Several major projects were launched in 2025, including Phu Xuan Industrial Park and a number of high-end tourism and resort service complexes, expected to reshape the province’s economic landscape. Efforts to protect intellectual property rights and support small and medium-sized enterprises in accessing technology were also stepped up through training programmes and consultancy on trade mark registration for local specialty products.

Entering 2026, Dak Lak has set a target of 3,200 newly established enterprises with total registered capital of 36.8 trillion VND. The province plans to earmark 2 billion VND for implementing practical support measures, including human resource development, technology support and promoting deeper enterprise participation in value chains. Under the guiding principle of “substantive problem-solving and effective support”, the province is committed to further cutting compliance costs to the minimum and fully applying digital transformation across all sectors.
According to Nguyen Hoang Phuc, Deputy Director of the provincial Department of Finance, to make the private economic sector a key pillar of the development model in the coming period, Dak Lak will continue to closely follow the tasks and solutions outlined in Politburo Resolution No. 68-NQ/TW, the Government’s action programme and the Provincial Party Committee’s Plan No. 10.
On this basis, the province will synchronously implement a set of core measures. First, it will step up information dissemination and communication to help officials, enterprises and the public better understand the role and position of the private economic sector. Stronger administrative reform will continue, with shorter processing times and lower costs for enterprises. Dak Lak is also moving towards providing public services for enterprises without being constrained by administrative boundaries.
In addition, the province will focus on improving the investment climate and developing infrastructure for industrial parks and clusters, transport and logistics, while forming a start-up ecosystem to support SMEs. More favourable conditions will be created for enterprises to access preferential credit, tax and fee support packages, alongside greater transparency in land-use planning and management.
The province will also organise a wide range of training programmes in management, finance, marketing and digital technology for business owners and workers. Enterprises will be encouraged to invest in key strengths such as agro-processing, tourism and renewable energy. At the same time, stronger linkages will be promoted between private enterprises and FDI enterprises, state-owned enterprises, as well as research institutes and universities, to accelerate technology transfer and production - consumption linkages.
Crucially, to create the most favourable conditions for sustainable enterprise development, the province will maintain regular meetings and dialogues with the business community to promptly identify difficulties and obstacles and put in place timely solutions.
