A foundation for the next journey

In 2025, amid ongoing volatility across global as well as domestic economies, Dak Lak’s socio-eco landscape recorded numerous positive outcomes, establishing an important foundation for a new phase of development.

The provincial economy sustained its growth momentum, with per-capita GRDP reaching approximately VND 80.6 million. Many key indicators fulfilled or exceeded planned targets. State budget revenue amounted to VND 18,208 billion, rising 28.6% compared with 2024, thereby supplying essential resources for development investment alongside social welfare. Public investment received decisive direction from the province, recognized as a major driver of economic expansion.

Viewing investment attraction as a central, ongoing task, the PPC concentrated on significantly improving the investment and business climate, accelerating administrative reform, plus upgrading service quality for citizens as well as enterprises. Over the past year, several large-scale projects of considerable significance for provincial development obtained approval in principle, with implementation progress further expedited.

Digital transformation proceeded in a coordinated, effective manner, gradually advancing in depth, thereby contributing toward the formation of digital government, a digital economy, plus a digital society throughout the province.

Simultaneously, cultural plus social sectors remained under close attention, whereas the material alongside spiritual lives of the people saw steady improvement. National defense together with security stayed firmly maintained; social order along with safety were ensured; public confidence in Party leadership plus governmental administration became increasingly strengthened.

Determination to drive Dak Lak toward rapid and sustainable development

Entering 2026, the first year of implementing the Resolution of the 14th National Party Congress alongside that of the First Provincial Party Congress, Dak Lak encounters more demanding, broader development requirements, with a GRDP growth target of 10% or above.

The eastern stretch of the North-South Expressway for 2021-2025, traversing Dak Lak Province remaining on schedule, contributing toward enhanced regional transport connectivity infrastructure while unlocking new development space for the locality.

In pursuit of this objective, the province will prioritize completion of the Dak Lak Provincial Master Plan for the 2021-2030 period, with a vision extending toward 2050. The plan directs development toward transforming Dak Lak into an industrial hub connected with an international border gate plus a deep-sea port, while concurrently promoting tourism-services, high-tech agriculture, high value-added industries such as metallurgy, petrochemical refining, renewable energy, together with logistics.

Efforts will center on accelerating infrastructure expansion, particularly transport networks integrated with logistics. Priority will focus on investment in the provincial East-West expressway. Simultaneously, strategic transport corridors plus coastal road routes will be rolled out, accompanied by coordination aimed at upgrading Tuy Hoa Airport alongside expansion of Buon Ma Thuot Airport, etc.

Building upon infrastructure plus planning, science-technology, innovation, in addition to digital transformation are identified as principal drivers for raising productivity, quality, efficiency, as well as economic competitiveness.

Within agriculture, the province will transition decisively from traditional production toward a modern, sustainable agricultural economy; form large-scale concentrated commodity zones; prioritize investment attraction for a regional agricultural logistics center serving the Central Highlands, connected with deep processing, preservation, distribution, export, thereby contributing to inter-regional agricultural value chains.

Regarding industry, the strategic emphasis lies in attracting plus developing driving projects associated with the marine economy, deep-sea ports, renewable energy. Attention will concentrate on drawing investment into industrial clusters alongside linkages between agriculture and processing industries, while promoting sectors such as metallurgy, supporting mechanical engineering, petrochemical refining, green hydrogen energy.

Simultaneously, Dak Lak will intensify trade promotion, expand domestic markets plus exports, support enterprises engaging in e-commerce along global value chains, develop tourism into a spearhead economic sector associated with cultural identity, ecology, digital transformation, thereby maximizing advantages in forest–sea tourism.

Along with economic expansion, the province assigns special priority to social welfare, improvement of the people’s material plus spiritual well-being, human resource development, enhancement of education, healthcare, culture, stronger resource governance, environmental protection, proactive climate change response. Administrative reform will continue; corruption prevention strengthened; national defense together with security firmly upheld, creating a stable foundation for sustainable growth.

Reaching double-digit growth represents a formidable challenge, yet remains fully attainable if Dak Lak capitalizes on its extensive development space, seizes emerging opportunities, deploys the proposed solutions in a synchronized, decisive fashion.
