Destination for renewable energy investment flows

With significant renewable energy potential and an open investment environment, Dak Lak is becoming a meeting point for numerous strategic investors.

A convergence point for investors

According to the Department of Industry and Trade, in the 2025 - 2030 period, the province is planned to host 90 renewable energy projects with a total capacity of 7,780.5 MW. These include 12 hydropower projects totalling 351.5 MW, 42 wind power projects totalling 2,796 MW, 3 waste-to-energy projects totalling 34 MW, as well as 6 biomass power projects totalling 285 MW. In the 2031 - 2035 period, the locality is planned to develop 33 renewable energy projects with a total capacity of 6,183 MW, including 4 hydropower projects totalling 64 MW, 14 concentrated solar power projects totalling 4,957 MW, and 15 wind power projects totalling 1,162 MW. Given these factors, Dak Lak has become an attractive destination for clean energy investors.

As an experienced investor in the energy sector, KN Holdings Group has studied alongside proposed KN Srepok 3 floating solar power plant project with a capacity of 380 MWp and total investment capital of 7,660 billion VND at Srepok 3 hydropower reservoir. The project was approved in principle along with its investor was accepted by the PPC in March 2022. In May 2025, Srepok 3 Solar Power JSC requested an adjustment to investment policy to align with new orientations.

Mr. Nguyen Tuan Anh, Deputy General Director of KN Holdings Group, stated: “Upon commissioning, the project will be among the largest floating solar power plants in the region, contributing to positioning Vietnam as a renewable energy centre in the Asia - Pacific”.

Another investor, Xuan Thien Group, is also completing procedures to implement Ia Rve 1, 2, 3, 4 solar power plant cluster project in Ia Rve together with Ia Lop communes, with a total expected capacity of 1,000 MW. According to Mr Nguyen Huy Hoang, General Director of Xuan Thien Group, the project integrates a modern energy storage system, with total investment exceeding 21,000 billion VND, and is scheduled to commence operation in 2027, contributing to increased budget revenues as well as promoting local socio-eco development. The enterprise has proposed that provincial authorities provide guidance and support in completing procedures to secure early approval of investment policy, thereby accelerating progress together with supplementing regional power supply.

Accompanying enterprises

To facilitate investors, Dak Lak has directed departments along with agencies to proactively review planning, remove obstacles related to land and investment procedures, along with accelerating completion of necessary conditions for project implementation.

Comrade Dao My, PPC Vice Chairman, stated that, in order to encourage clean energy projects, the province has instructed departments, sectors together with localities to thoroughly review regulations as well as guidance from the Government and central ministries, particularly Power Development Plan VIII alongside its adjusted version, as well as  propose solutions to address difficulties facing projects, especially in land, investment procedures and planning adjustments. The province is determined to expedite completion of required conditions to promptly implement projects as planned, contributing to ensuring energy security along with creating a driving force for socio-eco development.

During direct meetings with investors and field surveys of renewable energy projects in the province, comrade Luong Nguyen Minh Triet, Member of the Party Central Committee and Secretary of the Provincial Party Committee, emphasised: “Clean energy development is aligned with green growth orientation, contributing to effective utilisation of the local potential and advantages. Accordingly, the province requests departments, sectors together with localities to continue accompanying together with supporting investors in completing legal procedures, removing obstacles and accelerating implementation of renewable energy projects, thereby effectively harnessing local potential and advantages, promoting socio-eco development as well as ensuring energy security”.

The Provincial Party Committee Secretary also assigned the PPC as well as communes to review and adjust planning to facilitate project implementation, alongside closely coordinating with investors in studying and selecting appropriate plant locations. Simultaneously, enterprises are required to strictly comply with environmental protection regulations and use land efficiently while ensuring harmony between economic development, environmental protection and social welfare.
