Within the programme of the 14th National Party Congress, group-based discussions and plenary sessions on the reports and documents submitted to the Congress were conducted in a serious, democratic and responsible manner.

The delegation-level discussion of the Dak Lak Provincial Party Delegation was held in a lively, serious and responsible atmosphere. A total of 32 opinions were contributed by delegates of the delegation, with the majority focusing on the draft Political Report. All delegates expressed a high level of consensus, assessing that the documents had been prepared in a thorough and scientific manner, featuring comprehensive content, a coherent structure, and clearly demonstrating strategic vision as well as feasibility in implementation. Delegates proposed further revisions and refinements to several contents to better meet practical development requirements, particularly the introduction of sufficiently strong mechanisms and policies to address land-related bottlenecks and issues concerning agricultural and forestry enterprises in the Central Highlands region; in association with ensuring residential and production land for local ethnic minority communities. Simultaneously, they also recommended that the Central authorities give greater attention to investing in strategic transport infrastructure, strengthening connectivity between the Central Highlands and key economic regions, thereby creating new momentum for socio-eco development.
Comrade Luong Nguyen Minh Triet, alternate member of the Party Central Committee and Secretary of the Dak Lak Provincial Party Committee, stated that, drawing from the provincial post-merger development reality and its multi-regional development space, the provincial delegation focused on proposing strategic and long-term issues to the Central authorities. These proposals aim to effectively promote inter-regional and inter-sectoral linkages in socio-eco development, while ensuring national defence and security and maintaining social stability. The key priorities include further improving mechanisms and policies for localities with multi-regional development space; accelerating decentralisation and delegation of authority in association with inspection and supervision; and creating favourable conditions for local authorities to proactively mobilise and efficiently utilise resources for development.
Further defining the strategic vision for the new development phase
Building on the aspiration towards 2045, when Viet Nam is envisioned to become a strong, prosperous and happy nation, many opinions stressed the need to further renew thinking and leadership and governance approaches; enhance the effectiveness and efficiency of national governance; and bring into full play the Government’s development-enabling role, so as to meet the requirements of rapid and sustainable national development.

Numerous opinions delved into proposing solutions to further refine institutional frameworks and enhance the effectiveness of growth pillars, particularly in the fields of science and technology, innovation, digital transformation, and the development of a synchronized infrastructure system.
With 30 presentations delivered in the plenary session by Party committees of ministries, sectors and localities, many key issues were clarified, including Party building, socio-eco development, national defence and security, foreign affairs, and the consolidation of the great national unity bloc. Through the discussions, a high level of consensus in both awareness and action was further reinforced, laying a solid foundation for the successful implementation of the Resolution of the 14th National Party Congress.
