Digital government is viewed as a breakthrough in operating methods, establishing a vital foundation for a modern, transparent administration that remains close to the public. In Dak Lak, digital transformation has moved beyond rhetoric; it is clearly evident at the grassroots, allowing local authorities to deliver services while engaging residents more swiftly and efficiently.
The introduction of the “Dak Lak Digital” application has formed an effective link between officials and the community, standing as tangible proof of online democracy as well as openness. This platform has been integrated with the Provincial Smart Urban Operations Center since July 2025.
Using only a smartphone, citizens may send feedback, remarks, or petitions on various matters such as urban security, infrastructure, public aesthetics, traffic safety, alongside social services.

The impact of digital transformation has likewise extended across rural and ethnic minority communities. In the past, residents of TuSria Village, Nam Ka Commune, where ethnic minorities account for 94% of inhabitants, were required to go directly to the Commune People’s Committee in order to complete administrative formalities. Nowadays, with internet-enabled smartphones, administrative tasks can be handled from home. Whenever obstacles occur, villagers obtain assistance from the Community Digital Technology Team.
Within the 2025 Digital Transformation Plan, Dak Lak identified digital data development as the pivotal element driving this process. The province aims for coordinated, comprehensive change, creating a secure, user-friendly digital data ecosystem that effectively supports production, commerce, and everyday life.
Authorities have invested in a common database network designed for data interconnection, exchange, plus smooth coordination among departments, sectors, and localities. Simultaneously, seven digital platforms have been introduced, assisting leadership, management, internal governance, together with online engagement between the government and the public.
Statistics indicate that 1,848 provincial-level administrative procedures along with 386 commune-level procedures are now published on the National Public Service Portal. Residents are able to lodge applications online, monitor handling status, then receive outcome notifications via text messages. Remarkably, from December 2025 onward, Dak Lak started accepting and returning results for all administrative procedures regardless of territorial boundaries.
Mr. Bui Thanh Toan, Member of the Provincial Party Standing Committee as well as Director of the Department of Science and Technology, emphasized that, in order for the two-tier local government model to function effectively, the province has accelerated digital transformation plus information technology adoption in administrative processing and governance. Besides infrastructure upgrades, digital platforms are actively used, assisting authorities together with citizens in completing procedures while sustaining interaction. The objective extends beyond simple digitization; it seeks a genuine “shift in awareness,” integrating technology into everyday operations of local government at both tiers as well as daily life. At commune and ward levels, a minimum of two technical staff from telecommunications enterprises are assigned on site, offering direct guidance, assistance, plus training for local officials.
Through these determined measures, Dak Lak continues developing a modern digital government, enhancing public administration, progressing toward a service-oriented, enabling administration that stays close to residents. Public satisfaction serves as the most practical indicator of the administrative system’s performance.
