During a recent working visit to Dak Lak province, directives delivered by Party General Secretary, comrade To Lam bore not only profound political significance but further outlined key strategic orientations concerning the locality’s development in the new period.
The Party chief emphasised that the task for the next stage involves advancing robust development in terms of both scale as well as quality, generating substantive, tangible changes, while translating orientations contained within the Resolution adopted at the 14th National Party Congress into concrete measures yielding measurable outcomes from the outset of the tenure. This constitutes more than a requirement regarding growth pace; it also serves as a benchmark for evaluating the organisational plus implementation capacity within the local administration.

Among the key highlights emphasised by Party General Secretary, comrade To Lam was the call for a fundamental renewal in development thinking, shifting away from an approach centred on administrative territorial management towards one geared to shaping strategic development space, while defining the provincial role as a focal connector linking the Central Highlands with the South Central Coast as well as border areas.
Development space should be reorganised along the “coast-highlands-border” axis, with transport infrastructure, logistics, energy together with digital infrastructure acting as pillars underpinning the formation of new growth poles. Concurrently, the province is required to transform its growth model towards greater depth plus quality, powered by processing and manufacturing industries, renewable energy, high-quality tourism alongside the digital economy; remove institutional bottlenecks, particularly those concerning land managed by state-run agricultural as well as forestry farms; and undertake substantive improvements regarding the investment climate, viewing the private sector as a key driving force within the economy.
The Party General Secretary urged priority for education alongside vocational training, enhancement in the quality of human resources, particularly among youth as well as ethnic minority communities; adoption of people’s happiness together with living standards as a yardstick for growth; and a firm refusal to exchange environmental sustainability plus long-term livelihoods for short-term gains. Simultaneously, all development strategies are required to remain closely aligned with safeguarding national defence in conjunction with security, while advancing the construction of an action-oriented, disciplined, integrity-driven administration in service of the people.
From newly introduced requirements at central level through to local resolve for action, a consistent message has emerged: Dak Lak must secure breakthroughs through renewed thinking, innovative approaches along with fresh aspirations. This constitutes more than an expectation at central level; it also reflects an imperative arising within a land rich in potential, currently standing before a historic opportunity for a strong rise during the country’s new development stage.
Action to propel Dak Lak toward transformative development
According to comrade Luong Nguyen Minh Triet, Member of the Party Central Committee as well as Secretary of the Dak Lak Provincial Party Committee, in thoroughly grasping the guiding spirit behind directives delivered by Party General Secretary, comrade To Lam, the Standing Board at provincial Party Committee level has determined that securing sustainable breakthroughs requires moving one step ahead in formulating a comprehensive, scientific master plan with long-term vision; restructuring development space along the “coast-highlands-border” axis in tandem with synchronised investment across transport infrastructure, logistics, energy together with digital infrastructure.

Alongside economic development, the province places special emphasis on investment in human capital, giving priority to education plus training, advancing human-resource development, particularly among youth as well as ethnic minority communities; linking growth with improvements in material, spiritual life alongside overall happiness among the people. The province has identified firmly safeguarding national defence in conjunction with security, together with socio-political stability, as the foundation, while simultaneously building a streamlined political system plus an action-oriented, disciplined, integrity-driven administration so that all guidelines along with resolutions are promptly translated into reality.
Provincial Party Secretary, comrade Luong Nguyen Minh Triet affirmed: “With renewed momentum arising from the visit by Party General Secretary To Lam, the Party organisation, authorities together with people representing all ethnic groups in Dak Lak remain united in concretising the spirit of 'Walk the talk and deliver concrete results' through strategic action programmes, key projects as well as measurable targets. Dak Lak is resolved to convert strategic orientations into concrete action, transform potential into strength, thereby generating stronger breakthroughs in the period ahead”.
