On March 18, comrade Luong Nguyen Minh Triet, Member of the Party Central Committee and Secretary of the Provincial Party Committee, held a working session with leaders of KN Holdings Group to address obstacles while accelerating implementation of the KN Srepok 3 floating solar power plant project.
According to reports, the KN Srepok 3 floating solar power project is invested by Srepok 3 Solar Power JSC, a subsidiary of KN Holdings Group, with capacity of 380 MWp alongside total capital of approximately 7.66 trillion VND. The project is being developed on the Srepok 3 hydropower reservoir in Ea Nuol and Ea Wer communes. It received in-principle approval from the PPC in March 2022; however, during the 2022 - 2024 period, implementation faced obstacles related to Power Development Plan VIII, preventing progress.
Following the Government’s issuance of Resolution No. 233 in December 2024 on removing difficulties for renewable energy projects, the project was reconsidered. By May 2025, the investor had submitted a dossier requesting adjustment of the investment policy in line with new orientations.

At the working session, KN Holdings Group representatives stated that the project will not only supply large-scale clean electricity but is also expected to implement a Direct Power Purchase Agreement (DPPA) with Samsung Group from the Republic of Korea. Once operational, it will rank among the largest floating solar power plants in the region, contributing to further advancement in renewable energy development across Vietnam.
Addressing the working session, Provincial Party Secretary Luong Nguyen Minh Triet affirmed the project’s significance, contributing directly to provincial socio-eco growth while creating momentum for attract further investment, particularly in renewable energy. He requested the PPC, together with relevant departments and sectors, to prioritise resolving bottlenecks, expediting procedures in line with regulations, while supporting the investor in site clearance, planning adjustments, land allocation, alongside water surface leasing to ensure readiness for early commencement.
The Provincial Party Secretary called for a clearly defined roadmap, with specific task assignments for each agency and unit, accompanied by firm deadlines, striving to commence construction in July 2026. He also proposed placing the project on the list of key provincial projects to prioritise direction and implementation.
He further emphasised that, beyond solar power, Dak Lak possesses considerable potential and advantages in other renewable energy sources, as well as resort tourism, economic zones, industrial parks, alongside golf course development. The province welcomes and stands ready to facilitate investor access besides research into these opportunities. Local authorities also commit to accompanying investors together with enterprises, fostering a transparent, open investment environment to encourage project development and implementation, thereby contributing to the realisation of rapid, sustainable provincial development goals.
