Imprints of reform and accountability to voters

The 2021 - 2026 tenure marks a turning point for the 10th Provincial People’s Council of Dak Lak, in line with reorganisation of provincial-level administrative units and consolidation of two-tier local government model.

Reforming operational methods

One of the most prominent hallmarks of the 10th Provincial People’s Council is the strong reform in session organisation. From the beginning of the tenure to mid-March 2026, Council convened 63 sessions, including 22 regular sessions and 41 specialised sessions. A total of 928 resolutions were adopted across socio-eco development, national defence, as well as security.

Notably, following the merger on July 1, 2025, the Council quickly consolidated its structure with 111 delegates, later adjusted to 107 delegates by March 2026, establishing 24 delegate groups at commune and ward levels. Reflecting on the merger between Dak Lak and Phu Yen, comrade Cao Thi Hoa An, Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People’s Council, emphasised: “This is not merely an administrative boundary adjustment, but a comprehensive reform in leadership thinking, organisational structure, governance methods, and mindset of serving people; a deeply strategic political decision aimed at streamlining apparatus, opening up development space, and creating new momentum”.

Within less than one year after the merger, the Council organised 7 sessions and adopted 100 key resolutions to address urgent alongside breakthrough issues, attract investment, develop infrastructure, and mobilise resources to drive socio-eco development in Dak Lak in the new phase.

In parallel, there has been a strong reform in session organisation. The Council successfully applied “paperless meeting” system, flexibly combining in-person and online formats.

Substantive oversight, oriented towards the grassroots

Oversight activities during the tenure were implemented comprehensively, with clear priorities, following the principle of seeing each issue through to completion. Based on annual oversight programmes, the Council conducted six thematic oversight missions while its Standing Committee carried out 16 oversight missions and 9 surveys. Its specialised boards also undertook 47 oversight missions together with 48 surveys across various sectors.

In particular, the Standing Committee organised 4 explanation sessions addressing key bottlenecks, including project implementation, shortages of medicines and medical supplies in public hospitals, as well as land-related administrative procedures. Through these activities, the Council promptly identified shortcomings, proposed corrective measures, thereby improving effectiveness and efficiency of state management in the locality.

Mr. Le Van Cuong, Head of the Culture - Social Affairs Board of the Provincial People’s Council, stated: “To enhance operational quality, we prioritise careful selection of personnel for oversight delegations, drawing on delegates with in-depth expertise as well as specialists from departments and sectors. Following oversight, reports are grounded in reality, clearly identifying responsible individuals and specific issues. Most importantly, during post-oversight stage, we maintain regular follow-up and reminders, undertaking re-supervision where implementation falls short, ensuring all voter recommendations are addressed seriously”.

Voter engagement achieved notable results, attracting more than 66,000 participants across 1,075 locations through 17 engagement rounds. All opinions and recommendations were compiled, forwarded to competent authorities, and closely monitored for resolution outcomes. Citizen reception was maintained in an orderly manner, with more than 3,100 petitions received and processed, including many prolonged as well as complex cases that were recommended for definitive resolution.

These imprints of reform, along with improvements in quality, effectiveness, and efficiency, are not only the outcomes of a single tenure but also a solid foundation for the Provincial People’s Council to continue its role and affirm its position.
