Review of Provincial People’s Council operations for the 2021 - 2026 term

On the morning of March 30, the Standing Committee of the Provincial People’s Council held a conference reviewing operations of the 10th Provincial People’s Council for the 2021 - 2026 tenure.

Throughout the 2021 - 2026 term, the Provincial People’s Council continuously renewed working methods, enhancing decision-making quality as well as oversight, contributing significantly to socio-eco development, ensuring national defence-security, while stabilising livelihoods. The Council convened 63 regular and specialised sessions, promptly considering alongside deciding key local matters; 928 resolutions were issued across sectors, including 244 normative legal documents along with 684 individual resolutions.

Session activities recorded clear improvements. Oversight was strengthened with greater depth, focus, and prioritisation. Voter engagement, citizen reception, and handling of petitions, complaints, as well as denunciations continued to receive attention.

At the conference, delegates engaged in focused discussions, offering practical recommendations to further improve quality and effectiveness of the Provincial People’s Council during the 2026 - 2031 tenure, meeting development requirements in the new phase.

Addressing the event, Provincial Party Secretary Luong Nguyen Minh Triet commended significant achievements of the Council over the past term. For the period ahead, he urged the Provincial People’s Council to remain closely aligned with Party leadership, uphold clear political orientation; therefore each decision ensures harmony between legal requirements and public aspirations, truly serving as a bridge connecting “Party will” with “people’s will”.

He also stressed the need to reform session quality towards greater streamlining as well as depth. Oversight must target pressing issues and public concerns, with strong attention to post-oversight follow-up to ensure recommendations are implemented effectively alongside thoroughly. Deputies should strengthen political resilience, accountability, devote more time engaging constituents, and place voter opinions at the centre of all activities. Simultaneously, digital transformation should be advanced, including research into electronic voting methods to enhance transparency and openness.

Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People’s Council Cao Thi Hoa An noted that the 2026 - 2031 tenure unfolds amid intertwined opportunities and challenges. Aspirations for rapid, sustainable development require stronger reform, higher-quality decisions and oversight, alongside full promotion of deputies’ roles. Each deputy must recognise that voters’ trust is both an honour as well as a significant responsibility; every decision should not merely serve administrative purposes but must respond to expectations and confidence of the people. Deputies therefore need to continuously enhance capacity, uphold discipline, responsibility, along with maintain a strong service spirit, acting as a genuine bridge between citizens and authorities, listening as well as acting in the people’s best interests, etc.

On this occasion, the PPC awarded certificates of merit to eight collectives and 71 individuals for their outstanding contributions to activities of the Provincial People’s Council during the 2021 - 2026 tenure.
