Election of deputies to the 16th National Assembly and People’s Councils at all levels: From practical experience to valuable lessons

The election of deputies to the 16th National Assembly and People’s Councils at all levels for 2026 - 2031 tenure in Dak Lak has been a resounding success, leaving valuable lessons on leadership capacity alongside social consensus.

Practical values from the grassroots

Success of the election across the province, with voter turnout reaching 99.96%, not only affirms citizens’ sense of responsibility but also serves as clear evidence of close leadership exercised by Party committees and authorities at all levels.

Assessing the election success, comrade Cao Thi Hoa An, Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People’s Council, and Chairwoman of the Provincial Election Committee, affirmed: “This success did not come by chance. It reflects the result of unity and consensus across the entire political system; together with dedication and tireless efforts of thousands of members involved in election work from the provincial level to villages, hamlets, as well as residential groups”.

One key factor was accurate identification along with timely resolution of emerging issues right from the grassroots level. In areas with specific characteristics and those identified as key for security and order, communication alongside mobilisation efforts were carried out under the motto of persistence together with close alignment with reality.

A typical example is Polling Station No. 3 in Ea Knuec commune, which implemented a “going to every alley, knocking on every door” campaign. With more than 1,200 voters, most of whom were workers affiliated with Thang Loi Coffee Company as well as had previously been involved in prolonged grievances and complaints, local Party committees faced considerable pressure. However, thanks to flexible mobilisation methods along with thorough preparation, the election at this unit proceeded successfully. By 10:45 a.m. on election day, March 15, 100% of voters had completed voting.

In addition, the IT and digital transformation application, together with professional organisation, also stood out as a significant highlight.

Valuable lessons learned

Addressing the conference reviewing the provincial election work, comrade Luong Nguyen Minh Triet, Member of the Party Central Committee, Provincial Party Secretary, and Head of the Steering Committee for Election Work, distilled five key lessons underpinning the election success.

The foremost and overarching lesson is close Party leadership, with entire process, from personnel work to organisation, placed under direct direction of the Provincial Party Committee’s Standing Committee, thereby ensuring high unity in both awareness and action across political system.

Building on this foundation, proactiveness along with flexible coordination became the second lesson, enabling Dak Lak to operate smoothly under two-tier local government model. The establishment of rapid-response hotlines, handling more than 200 calls per day to resolve grassroots issues, demonstrated effectiveness, initiative, as well as adaptability, avoiding rigidity and mechanical implementation.

Notably, the third lesson, combining technology application with mass mobilisation, marked a significant step forward in modernising election work through large-scale digital transformation, while maintaining a strong focus on understanding the people’s aspirations.

Simultaneously, the strength of “going to every alley, knocking on every door” approach in the fourth lesson on communication turned the election into a true national festival. Innovation was clearly reflected in AI technology and multilingual communication application in Ede, M’nong, Cham, together with H’mong languages to deliver election information to remote and isolated areas, helping people fully understand value of each vote, thereby making the election truly a festival of entire population.

Finally, the lesson on proactive security alongside contingency planning proved crucial. Through thorough rehearsals of hypothetical scenarios as well as technical incident response plans, the entire province recorded no hotspots, ensuring absolute safety for both materials and personnel throughout this major political event.

Following the successful election, lessons on Party leadership, strength of great national unity, together with proactive capacity at grassroots level will continue to serve as a solid foundation for Dak Lak moving into the new tenure.
