Focus on advancing growth targets in tandem with new development drivers

The Provincial Party Standing Committee convened the third meeting of the Provincial Party Executive Committee to review first-quarter implementation results and define key tasks for the second quarter of 2026.

At the meeting, comrade Luong Nguyen Minh Triet, Member of the Party Central Committee and Provincial Party Secretary, reported on and thoroughly conveyed outcomes of the 14th Party Central Committee’s second plenum.

Delegates also discussed and provided opinions on draft report covering first-quarter performance as well as key directions and tasks for the second quarter of 2026.

In the first quarter of 2026, despite numerous challenges, the province maintained strong leadership, direction and achieved several positive results. Notably, it successfully organised elections of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026 - 2031 tenure, with voter turnout reaching 99.96%; convened the first session of the 11th provincial People’s Council alongside consolidated organisational apparatus, ensuring smooth, effective, and efficient government operations. The province also hosted as well as worked with delegations led by General Secretary To Lam, along with numerous central, international, and investor delegations.

Socio-eco development maintained a positive trajectory, with first-quarter GRDP estimated to increase by 7.49%. Cultural and tourism activities remained vibrant, and the number of newly established enterprises increased, bringing the total number of active enterprises in the province to 20,567. Social security was ensured; the “Quang Trung Campaign” was successfully completed, with all 892 damaged houses repaired together with all 606 collapsed or swept-away houses rebuilt, achieving 100% of the plan. National defence and security were maintained. Party building was strengthened, alongside new Party member development exceeded targets.

Entering the second quarter of 2026, following the direction of the Central Committee along with General Secretary To Lam, themed “Strengthening discipline - Breakthrough in growth - Improving the quality of public service”, the Provincial Party Committee identified discipline as foundation, growth as objective, along with people as centre, while emphasising role of leaders and grassroots officials.

Key tasks include accelerating resolution implementation; developing growth scenarios by sector and locality; addressing delayed projects together with surplus public assets; completing adjustments to the provincial master plan for 2021 - 2030 period; as well as preparing for the  Investment Promotion Conference 2026. Simultaneously, the province will advance social welfare policies, build schools in border areas, implement the programme “No student left behind due to economic hardship”, together with investment in community shelters for flood prevention and response. Efforts will also focus on strengthening national defence and security, consolidating grassroots political system, promoting administrative reform, improving investment environment, as well as enhancing quality of public services.

In concluding remarks, comrade Luong Nguyen Minh Triet emphasised that the second quarter is a critical period for achieving breakthroughs and realising double-digit growth. The entire political system must remain united, act decisively, uphold responsibility of leaders, alongside assign tasks with clear accountability, timelines, and outcomes.

Sectors together with localities were instructed to review and assess feasibility as well as identify difficulties and bottlenecks in task implementation in order to propose solutions to competent authorities. Priority will be given to removing bottlenecks in investment, land, as well as project implementation to unlock development resources. Digital transformation, administrative reform, and improvements to investment climate will be intensified, alongside stricter discipline and enhanced public service performance. The digitisation of archival records will continue in tandem with operation of two-tier local government system in a synchronized and unified manner.

The Provincial Party Secretary also called on Party committees, agencies, together with  localities to resolutely and persistently implement Party building as well as political system development tasks to meet new-stage requirements; to ensure that cadres and Party members strictly adhere to the “Four firm commitments” in politics and ideology in line with directives of the General Secretary at the 14th Party Central Committee’s second plenum. Determined efforts will be made to achieve substantive double-digit economic growth associated with new provincial development drivers, while urgently reorganising, managing, along with efficiently utilising public assets, land resources, and forests.

Alongside this, attention will be paid to cultural and social development, improving quality of education and healthcare, ensuring social welfare, together with effectively implementing poverty reduction programmes. Efforts will also be strengthened to safeguard political security as well as social order and safety, alongside maintain security in rural and border areas.
