Placing people at the centre of digital transformation

As a border commune where ethnic minorities account for more than 76 percent of population, Buon Don faces considerable challenges in administrative procedures (APs) due to difficult living conditions. However, through strong commitment toward digital transformation (DT), gap between authorities and residents is gradually being narrowed.

Recognising DT as a central, long-term task, Buon Don commune has initially upgraded infrastructure alongside technological facilities. Computer systems have been fully equipped with configurations capable of running required software, while network devices have been installed to ensure full connectivity and integration.

At Public Administration Service Centre, 84 administrative sectors covering 374 procedures have been publicly listed online. Computer systems operate with stable internet connections, enabling officials and civil servants to guide residents in completing online applications directly at service counters. A shared database system has also been established, connecting and facilitating data exchange among agencies within political system while providing 100 percent open data access for residents alongside businesses.

To bring online public services closer to people, Buon Don has established community digital technology teams across villages and hamlets. Members of these teams go door to door, providing guidance on basic digital skills, including use of VNeID application, online submission of applications, as well as access to official information on digital platforms.

Ms. Khuong Thi Thuong shared that each visit for APs brings dedicated support from officials and youth volunteers. Processing time has been significantly reduced, eliminating the need for repeated visits.

According to comrade Nguyen Canh Tung, Deputy Secretary of Party Committee and Chairman of People’s Committee of Buon Don commune, from July 1 to end of 2025, commune handled 1,643 applications, with 96.9 percent submitted online. Implementation of online public services not only shortens processing time, reduces travel costs as well as inconvenience for residents, but also represents a key step toward building a modern, professional, transparent administrative system serving citizens alongside businesses.

From reforms in application reception and processing to development of digital government platforms, Buon Don commune is gradually building a modern, transparent administration, creating momentum for socio-eco development.
