In implementing Resolution No. 57-NQ/TW issued by the Politburo, Dak Lak province has rolled out a wide range of synchronised, breakthrough solutions aligned with local conditions.
Political determination translated into action
The implementation of Resolution No. 57 has been identified as a central task in advancing science, technology, innovation and digital transformation (STI&DT), closely linked to provincial economic growth objectives.
With a spirit of urgency as well as synchronisation, the province promptly issued plans and action programmes, clearly assigning responsibilities to each department, sector alongside locality, tied to specific tasks, implementation timelines, along with inspection and supervision mechanisms.

Comrade Luong Nguyen Minh Triet, Member of the Party Central Committee, Secretary of the Provincial Party Committee, and Head of the Provincial Steering Committee for STI&DT, directed: “The resolution implementation must be carried out urgently along with decisively, in accordance with principle of “six clarities” in task assignment, namely clear person, clear task, clear timeline, clear responsibility, clear deliverable, and clear authority. This is a mandatory requirement to enhance the effectiveness as well as efficiency of leadership and governance”.
The political determination of provincial leadership has quickly been translated into concrete actions, ensuring synchronised implementation while delivering clear initial outcomes. According to the Steering Committee, by March 2026, the province had completed 133 out of 242 assigned tasks.
Up to this point, mobile broadband telecommunications infrastructure has reached 100% of villages and hamlets. The average mobile broadband speed has reached 390 Mbps, with 4G coverage extending to 99.9% of the population, while fixed fibre broadband coverage reaching 100% of villages and hamlets.
Well-structured infrastructure investment has become a solid foundation for administrative reform. Among more than 232,000 applications received in the first quarter of 2026, online submission rate reached 83.91%. The implementation of all administrative procedures independent of administrative boundaries, under Decision No. 02287/QD-UBND, has also enabled citizens as well as enterprises to significantly reduce time and travel costs.
Removing bottlenecks to drive breakthroughs
A notable shift in implementation of Resolution No. 57 is the initial establishment of substantive linkages under the “three-party” model: state agencies - research institutes/universities - enterprises. This has enabled local S&T enterprises to engage more deeply in research activities while mastering a range of modern technological processes.
“However, to achieve a true breakthrough, it is essential to further strengthen research capacity and address shortage of high-quality human resources”, said comrade Bui Thanh Toan, Member of the Provincial Party Standing Committee and Director of the S&T Department.

The province currently has 15 S&T enterprises operating in fields such as agricultural engineering, biotechnology, and agricultural product processing. Numerous enterprises maintain stable growth, contributing to job creation, increasing product value, together with promoting application of technical advances in production. Several models leveraging local resource advantages towards higher value-added outputs have begun to prove effective, emerging as key drivers of local economic development.
In the coming period, Dak Lak will focus on consolidating the Steering Committee alongside its supporting units to enhance inter-agency coordination and ensure unified, consistent direction. The “Digital literacy for all” movement will continue wide implementation, aiming to universalise digital skills among population.
Simultaneously, the province will develop and implement plans to upgrade production lines as well as establish roadmaps for technological innovation in key economic sectors, while supporting enterprises in technology application, transfer, and innovation promotion. The “three-party” linkage model will be further expanded, connecting research with application alongside commercialisation.
To ensure sustainable resources, the province will prioritise allocating at least 3% of total annual budget expenditure to STI&DT. Notably, the Provincial Cybersecurity Centre project is being expedited, aiming to build a modern operational platform to ensure absolute safety for national data systems in cyberspace.
