This achievement stems from the provincial breakthrough outcomes in recent years, most notably its governance and administrative approach based on the “six clarities” principle combined with key performance indicators (KPIs). The province has also set targets for digital economy to account for 14% of GRDP by 2026 along with 30% by 2030. To date, telecommunications infrastructure has expanded strongly, with 4G coverage reaching 100% of residential areas alongside 5G mobile broadband services covering 96% of the population.
Moreover, all state agencies at all levels have implemented electronic document exchange and processing, while the proportion of digitally signed electronic documents has exceeded 96%. The digitisation rate of administrative procedure records has reached 90.68%, while reuse and exploitation of digitised data currently stand at 97.46%.
The province has also recorded significant progress in developing digital citizens, with 89.14% of residents obtaining Level 2 electronic identification accounts. Simultaneously, the Intelligent Operations Centre (IOC) has been put into effective operation.
In addition, the province has deployed a range of digital applications serving the two-tier local government model, integrating AI coupled with virtual assistants to support citizens and civil servants in handling administrative procedures.
