Through strategic partnerships among management agencies, research institutes and universities, alongside business community, Dak Lak is accelerating implementation of the “three-party linkage” model, viewing it as a key step towards building a sustainable innovation ecosystem.
Removing bottlenecks in high-quality human resources
Despite having a workforce of more than 4,500 personnel in science and technology, innovation along with digital transformation (STI & DX), Dak Lak is still facing shortages of experts in data science, IT combined with cybersecurity. To address this pressing demand, a key training cooperation programme between S&T Department and Tay Nguyen University was launched in early May 2026.

Focusing on master’s together with doctoral training in strategic fields such as biotechnology, data science and IT goes beyond academic qualifications alone. Programme is designed to strengthen links between theory along with practice through internships and research activities conducted directly at provincial technology centres. Mr. Pham Gia Viet, Deputy Director of S&T Department, affirmed: “This cooperation helps scientific research stay closely connected with practical needs, thereby contributing to solutions for many issues in production coupled with daily life”.
Recently, Dak Lak’s “three-party linkage” model was further expanded when S&T Department, Tay Nguyen University together with Yen Nong Production and Trading Co., Ltd. signed a memorandum of understanding (MOU) to implement cooperation model aimed at connecting while spreading technological, intellectual, financial and market resources. With enterprises playing central role, scientific research is no longer confined to paper-based studies but instead transformed into practical solutions that help improve productivity as well as competitiveness of local products, contributing to provincial goal of achieving double-digit economic growth.
Awakening spirit of innovative entrepreneurship
Alongside connectivity and cooperation activities, State management in STI & DX is also being implemented decisively across province.
A notable milestone was provincial Innovation Centre establishment, which officially began operations in February 2026 with five specialised innovation incubators. Centre provides public services supporting innovative start-ups, including technology exhibition and demonstration spaces; digital management platforms; high-speed internet systems combined with high-performance computers; technology incubation spaces; technical facilities for S&T enterprise incubation; alongside controlled testing environments operating under sandbox model…

Simultaneously, Dak Lak is actively expanding creative space through large-scale innovation platforms and competitions. Contest titled “Innovative Start-ups in High-Tech Agriculture” was launched in coordination with Management Board of Ho Chi Minh City High-Tech Agricultural Park, creating an important forum for young entrepreneurs to present breakthrough projects in smart agriculture, circular economy as well as deep processing industries.
According to Mr. Nguyen Thanh Hien, Deputy Head of Management Board of Ho Chi Minh City High-Tech Agricultural Park and Standing Deputy Head of contest organising committee, initiative represents a concrete step towards connecting resources, promoting agricultural innovation ecosystem and strengthening “three-party linkage” model, while gradually bringing innovative ideas closer to practical implementation.
