Opening up “green channel” to accelerate home ownership process

Along with the determination to fulfill the assigned social housing (SH) development targets, the province is implementing multiple synchronized solutions in order to shorten the application processing time as well as create favorable conditions for investors. A notable highlight is the issuance of a “green channel” mechanism for SH projects.

Reducing application processing time by 50%

As the focal agency advising the PPC on housing development, the Department of Construction has proactively reviewed the entire process of implementing SH projects, identifying overlapping and time-consuming stages to propose removal solutions; thereby advising the PPC to pilot the “green channel” mechanism for SH projects without using public investment capital. The goal is to shorten application processing time, reduce costs, alongside create a more favorable investment environment.

According to Deputy Director of the Department of Construction, Mr. Le Hung, the new aspect of this mechanism is to organize dossier processing in a prioritized, interconnected, and progress-controlled manner among relevant agencies. Multiple procedures are implemented in parallel instead of sequentially as before, significantly reducing time spent on coordination, appraisal, together with decision-making.

In particular, the “green channel” mechanism does not create additional administrative procedures (APs), does not change the dossier components or project implementation conditions. The time reduction focuses only on stages under the responsibility of the state agencies.

The aim to shorten the internal processing time for procedures related to SH is by at least 50% compared to before, marking a significant breakthrough in administrative reform for the SH development sector.

Beyond advising on the “green channel” mechanism, the Department of Construction is also tasked with monitoring the project progress, working directly with investors to establish implementation roadmap, commit to timelines, and promptly resolve any difficulties arising during operation.

Avoiding administrative procedures that slow down progress

If the Department of Construction serves as the lead agency for implementation, then political will from the provincial leadership is a crucial factor in putting the mechanism into practice.

At meetings reviewing progress of the provincial SH projects, PPC Chairman, comrade Do Huu Huy repeatedly emphasized the need to change the management mindset, strongly from shifting handling procedures to accompanying while supporting businesses in the project implementation stage.

According to the Chairman Do Huu Huy, the evaluation of SH development outcomes must be measured by the number of projects actually started, the number of apartments built and handed over to residents. Therefore, the province has resolutely requested relevant departments combined with agencies to conduct project-by-project reviews, establish specific timelines, clearly define the responsibilities of each agency and unit in the process of handling applications, while decisively prevent APs from becoming an obstacle to SH projects.

Simultaneously, Dak Lak province has also directed to focus on addressing bottlenecks related to available land, technical infrastructure, and land allocation for SH development; as well as to prepare the necessary conditions for forming new projects in subsequent phases.

It can be seen that the resolute directives from the provincial leadership together with the efforts to reform APs in the construction sector all aim towards a common goal: to bring SH projects from the planning stage to the construction site faster, helping people realize their dream of homeownership sooner.
