Construction sector determining to accelerate in the first year of the term

Overcoming numerous difficulties along with challenges, in 2025 the construction sector in Dak Lak province made concerted efforts aimed at basically fulfilling the assigned targets plus tasks, thereby laying an important foundation ahead of entering 2026 with a spirit marked by proactive adaptation, innovation as well as stronger determination.

During 2025, the Dak Lak Department of Construction proactively coordinated with departments, sectors together with local authorities for the purpose of advising the PPC on implementing various key documents concerning urban planning, construction management, housing development along with technical infrastructure management. The formulation, appraisal as well as adjustment of planning schemes were gradually enhanced in quality, in line with requirements for expanding development space following the provincial merger. Meanwhile, administrative reform alongside digital transformation continued to be further advanced.

Notably, the construction sector played a core role in providing policy advice for, and organising, the implementation phase of the “Quang Trung Rapid Campaign”. Within housing development, the sector actively put forward proposals regarding the rollout of key projects, thereby contributing toward realisation of the scheme aimed at building at least one million social housing units.

In recognition as well as commendation regarding achievements attained by the construction sector during 2025, PPC Vice Chairman, comrade Truong Cong Thai emphasised that in 2026, a key priority for the sector will be further refinement of the institutional framework, coupled with timely submission of proposals for promulgating legal normative documents within the construction domain, ensuring consistency with newly issued regulations from central authorities alongside the two-tier local government model.

The formulation along with revision of urban as well as rural planning must be carried out in a synchronised manner, particularly concerning key planning schemes, including revision of the master plan covering Buon Ma Thuot City through 2050, planning for new urban areas plus central zones, alongside large-scale tourism-service projects.

In parallel, the construction sector should continue making effective use of resources aimed at developing synchronised, modern infrastructure systems; accelerate progress regarding strategic transport projects in order to enhance intra-provincial plus inter-regional connectivity; proactively coordinate efforts to address bottlenecks linked with site clearance together with investment preparation for key works pursuant to the Resolution adopted at the first Provincial Party Congress for the 2025-2030 tenure.

Efforts will continue to tighten management regarding construction order, particularly within central urban areas, architectural as well as landscape conservation zones, alongside locations facing landslide risks. Provincial leaders have requested the sector examine a transition from manual inspection toward real-time data-based monitoring, apply technology for early incident warnings, and establish mechanisms enabling receipt of feedback from citizens plus businesses via digital platforms.

Meanwhile, the sector will concentrate on effective implementation of the housing development programme, especially social housing in urban areas together with industrial parks; strengthen oversight concerning public housing assets; closely monitor market movements so as to promptly introduce measures aimed at removing difficulties, thereby ensuring safe, healthy market growth.

Director Cao Dinh Huy of the Department of Construction affirmed that 2026 will represent not merely a year devoted to routine tasks but also a pivotal period creating momentum for the entire new tenure. Accordingly, the whole sector will promote solidarity alongside innovation, reinforce administrative discipline plus order, and accelerate administrative reform in parallel with comprehensive digital transformation across planning, construction investment as well as infrastructure management.
