Provincial Party Secretary, comrade Luong Nguyen Minh Triet inspects delayed agricultural projects

On the morning of April 29, comrade Luong Nguyen Minh Triet, Member of the Party Central Committee, Provincial Party Secretary, Head of the provincial National Assembly Deputies’ Delegation, and Head of the Steering Committee for implementing double-digit economic growth targets in Dak Lak for the 2026-2030 period, conducted on-site inspections of several delayed as well as backlogged agricultural projects in Dak Lieng and Lien Son Lak communes.

The delegation inspected the Yen Ngua Reservoir Construction Project; the infrastructure development project for Lak Lake tourist centre (Lien Son Lak Commune); and the southern Krong Ana River flood prevention dyke project (Dak Lieng Commune).

According to investors, despite efforts to advance implementation, all projects have fallen behind schedule due to multiple factors, including complex geological conditions requiring design adjustments, obstacles in procedures for sourcing fill materials, alongside difficulties related to compensation, site clearance and resettlement.

Specifically, the Yen Ngua Reservoir project, comprising Yen Ngua Reservoir with capacity of approximately 1.98 million cubic metres together with Buon Biep Reservoir at roughly 1.041 million cubic metres, commenced in October 2020, scheduled for completion in 2027, with total investment of 432 billion VND. So far, the completed workload has reached around 45.72% of contract value.

The southern Krong Ana River flood control dyke project, with total investment of 200 billion VND, launched in 2018, is expected to be completed in 2026. Construction has faced constraints due to absence of a dedicated service road, with transportation of materials largely dependent on the dyke route, affecting progress.

Meanwhile, the infrastructure project for Lak Lake tourist centre has been delayed due to slow implementation of resettlement areas serving site clearance, shortage of fill materials and rising compensation costs compared with initial estimates.

Following inspection, comrade Luong Nguyen Minh Triet stressed that agricultural projects play a vital role in production, contributing to food security in mountainous areas along with ethnic minority regions, while enhancing landscape, promoting socio-eco growth and improving livelihoods.

The Provincial Party Secretary requested relevant sectors, local authorities to urgently review progress, accelerate implementation under “six clarities” principle, clear assignment of personnel, tasks, timelines, responsibilities, outputs, authority, while strengthening coordination as well as promptly addressing bottlenecks, particularly in site clearance and resettlement, ensuring legitimate rights, interests of affected residents.
