A working delegation led by comrade Luong Nguyen Minh Triet, Member of the Party Central Committee, Secretary of the Provincial Party Committee and Head of the provincial National Assembly Deputies’ Delegation, conducted a field inspection of community facilities that also serve as flood-resilient shelters, as well as resettlement areas serving land acquisition and site clearance for the North - South high-speed railway project.

The delegation inspected flood-resilient community shelters in O Loan commune, Tuy An Dong commune, Tuy An Tay commune as well as Tuy Hoa ward. They also reviewed construction progress at the Phu Tan 1 resettlement area in O Loan commune, which will serve the North - South high-speed railway project.
Phase 1 of the flood-resilient community shelter investment project is being implemented in 27 communes coupled with wards, comprising 100 facilities with a total investment of 170.964 billion VND. The programme is divided into four component projects.
To date, the projects managed by the Tuy An Construction Investment Project Management Board, covering 32 facilities, and the Tuy Hoa Construction Investment Project Management Board, comprising 53 facilities, have completed contractor selection as well as commenced construction simultaneously. Overall progress has reached between 3% and 5%, with completion scheduled for September 2026.
Regarding the compensation, support and resettlement project serving the North - South high-speed railway, the section passing through the province extends approximately 98.68 km across 13 communes alongside wards. Planning for resettlement areas and cemetery relocation sites has been largely completed. Construction is scheduled to begin between August along with October 2026, with technical infrastructure expected to be substantially completed within the year.

Concluding the inspection, Provincial Party Secretary Luong Nguyen Minh Triet instructed local authorities together with project investors to address outstanding bottlenecks and accelerate implementation to complete all 100 flood-resilient community shelters by September 30, 2026, while ensuring construction quality, safety and operational efficiency.
He stressed that the facilities must concurrently perform three functions: serving community activities, providing evacuation shelters during natural disasters, and acting as assembly points for rescue personnel coupled with equipment.
The Provincial Party Secretary also directed local authorities to finalise disaster preparedness and response plans under the "four on-the-spot" disaster response principle, develop practical emergency response scenarios, while ensuring that there is no loss of life as an outcome of storms or floods.
Regarding the resettlement areas for the North - South high-speed railway project, he instructed relevant agencies to urgently resolve remaining obstacles, accelerate disbursement and construction, as well as complete all required procedures so that construction can commence before the rainy season.
