| Comrade Cao Thi Hoa An, Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People’s Council, chairing the session. |
Key resolutions include the five-year financial plan for 2026 - 2030; principles, criteria and allocation norms for public investment capital from the local budget for 2026 - 2030; the adjustment together with detailed allocation of the 2026 public investment plan funded by the local budget (third allocation round); as well as support policies for residents requiring emergency evacuation from disaster-prone areas.
Other resolutions cover funding support for health insurance cards for elderly residents who do not yet have coverage; spending provisions, expenditure levels, implementation and management of science, technology innovation programmes combined with tasks; alongside policies to attract talent and support workforce training together with development in the province for 2026 - 2031.
In her closing remarks, comrade Cao Thi Hoa An called on the PPC, agencies, units combined with local authorities to promptly implement the resolutions, linking each task to the accountability of the respective heads of agencies.
The PPC is to translate each resolution into specific tasks, implementation timelines and measurable outcomes, clearly identifying lead agencies, coordinating units along with matters requiring further guidance to ensure compliance with regulations. Policies directly affecting residents alongside businesses must be publicised and communicated promptly to facilitate access as well as implementation.
Simultaneously, obstacles facing individual projects must be resolved, disbursement accelerated, and completed works coupled with projects brought into operation as soon as possible. Policies must reach their intended beneficiaries, while urgent livelihood-related issues must be addressed in a timely manner.
