Numerous major works and projects in Dak Lak are entering their final stage, yet site clearance constraints continue to pose a significant barrier. In response, the province has mobilised the entire political system to remove infrastructure bottlenecks and accelerate socio-eco development.

Identifying bottlenecks
Component Project 3 of the Khanh Hoa - Buon Ma Thuot Expressway Phase 1 has surpassed 95% completion and is nearing finalisation. However, site clearance issues persist.
In several localities, land handover remains incomplete. Particularly, in Vu Bon commune, nine households have not been allocated resettlement land. In Tan Tien commune, three households have received compensation but continue to seek additional support, whhile six others have yet to be allocated resettlement land. Meanwhile, in Ea Knuiec commune, alongside Krong Pac commune, some residents continue obstructing construction and re-encroaching on cleared areas.
Beyond the expressway, multiple projects across the province are also facing difficulties, particularly in determining land prices for compensation, shortages of resettlement land, together with the handling of assets built on agricultural land. For instance, along Ton Duc Thang road section in Buon Ma Thuot ward, many households have yet to agree to hand over land, citing that compensation offered does not reflect market prices.
In addition, persistent issues remain, with some households having received payment yet refuse handover, while others have delayed accepting compensation for years. Informal land transactions, unauthorised construction, and encroachment have further complicated the verification of land origins as well as the formulation of compensation plans.
Relevant units must mobilise all available resources to fully resolve bottlenecks in compensation, site clearance, as well as resettlement. Departments together with sectors are required to accelerate administrative reform, shorten processing times, alongside provide the most favourable conditions for investors to implement projects on schedule.

Ensuring site clearance does not hinder project progress
Amid concerns that prolonged obstacles could affect overall timelines, provincial leaders have issued firm directives to address these challenges.
At a recent meeting on the Component Project 3, PPC Vice Chairman, comrade Truong Cong Thai emphasised that site clearance as well as resettlement under the responsibility of local Party committees and authorities. Secretaries of commune-level Party Committees together with chairpersons of commune-level People’s Committees in project areas were required to take direct leadership, closely oversee implementation, remain accountable for outcomes. Authorities are tasked with proactively reviewing each case, clearly identifying the causes of bottlenecks, and adopting appropriate solutions.

Earlier, during a field inspection, Deputy Prime Minister, comrade Ho Quoc Dung instructed the PPC to direct relevant agencies and local authorities to resolve all remaining site clearance issues. Simultaneously, the province should proactively review and adjust its planning, ensuring new development space along the expressway corridor is effectively integrated, thereby enabling restructuring of crops, livestock, production activities, as well as economic zones and industrial parks in order to maximise the project’s full potential.
