Accelerating key projects in South Phu Yen Economic Zone

On the morning of May 5, comrade Luong Nguyen Minh Triet, Member of the Party Central Committee, Provincial Party Secretary, Head of the provincial National Assembly Deputies’ Delegation, and Head of the Steering Committee for implementing the provincial double-digit economic growth target for the 2026 - 2030 period, inspected key projects in South Phu Yen Economic Zone (EZ).

The Provincial Party Secretary together with the delegation visited Hoa Tam Industrial Park (IP) infrastructure investment and business project - phase 1, as well as Bai Goc Port project; holding a working session with investors, the People’s Committee of Hoa Xuan commune, together with relevant departments and sectors to review implementation progress, bottlenecks, as well as related proposals.

There are currently two major projects developed by Hoa Phat Group in the South Phu Yen EZ. Notably, Hoa Tam IP project covers nearly 492 hectares, with total investment exceeding 4,188 billion VND. So far, the project has deployed key legal procedures, secured land allocation of around 170 hectares, and while accelerating compensation, site clearance, alongside finalising environmental, planning, and technical infrastructure documentation.

Bai Goc Port project has a total investment of approximately 16,300 billion VND, covering more than 306 hectares. It is divided into two phases, designed for total designed capacity of 26.7 million tonnes annually. The project has completed key land along with planning procedures and is moving to finalise environmental impact assessments while preparing for the next implementation phase. However, progress faces challenges related to site clearance, construction material supply, land procedures, electricity alongside water provision, and resettlement.

Alternate Member of the Party Central Committee, Deputy Provincial Party Secretary, and PPC Chairman, comrade Do Huu Huy urged relevant agencies together with units to mobilise maximum resources and accelerate approvals for compensation, support, as well as resettlement plans in line with schedule, while swiftly addressing  bottlenecks in site clearance and resettlement to expedite land handover to investors.

Concluding the working session, Provincial Party Secretary, comrade Luong Nguyen Minh Triet emphasised that these are pivotal projects with strong spillover effects and investor appeal, requiring determined as well as urgent implementation to accelerate progress.

He directed the launch of a “60-day and night” campaign to complete approximately 95% of agricultural land clearance by June 30, 2026, while ensuring appropriate relocation combined with resettlement plans for the remaining residential areas. The PPC together with relevant departments and sectors were tasked with strengthening manpower support for localities, maintaining weekly briefings, proactively allocating funding, while finalising land recovery lists. At the local level, authorities are required to launch a peak campaign, work beyond standard hours, and intensify public mobilisation, while completing resettlement areas before May 15, 2026, arranging temporary accommodation, and investing in essential infrastructure. Investors must urgently complete documentation, coordinate closely with local authorities, and implement legal procedures in parallel to ensure groundbreaking on September 1, 2026. The province will maintain weekly online briefings to address obstacles, ensure project progress, as well as contribute to provincial economic growth in coming period.
