Urgently issue a list of land plots designated for social housing

The Permanent Board of the Provincial Party Committee recently convened a meeting to review progress on social housing projects across the province.

The meeting was co-chaired by Party Central Committee member, Provincial Party Secretary and Head of the provincial National Assembly Deputies Delegation, comrade Luong Nguyen Minh Triet, together with Alternate Member of the Party  Central Committee, Deputy Provincial Party Secretary and PPC Chairman, comrade Do Huu Huy.

In line with the provincial social housing development policy, projects currently under implementation have generally remained on schedule, expanding housing supply and helping meet accommodation demand of residents, particularly low-income groups.

At present, four commercial housing projects in the provincial western area are allocating 20% of their land area for social housing development, providing a total of 1,348 social housing units.

To date, developers have completed topping-out works and obtained approval to launch sales for 981 units, accounting for approximately 73% of the total. Sales contracts have been signed for 842 units, while a further 139 units that have already met business eligibility requirements are expected to enter market in July 2026.

Regarding remaining units, developers are accelerating construction so that they can be offered for sale and handed over during 2026. This will provide a significant source of social housing while helping the province meet its housing targets.

To date, the projects have encountered no major difficulties or obstacles. Developers are actively accelerating construction progress, while finalising administrative procedures (APs) to make the units available to buyers as soon as possible.

At the meeting, delegates reviewed progress of each project, analysed and proposed solutions to expedite implementation as well as ensure completion of construction and acceptance milestones.

Concluding the meeting, Party Central Committee member, Provincial Party Secretary and Head of the provincial National Assembly Deputies Delegation, comrade Luong Nguyen Minh Triet called on relevant agencies to review legal regulations in order to facilitate social housing projects across the province. He also stressed the need to invest in policy housing, official residences together with rental apartment buildings.

Local authorities were urged to ensure availability of cleared land for rental apartment buildings, promptly issue a list of land plots designated for social housing, pay close attention to social housing projects in the provincial western area, expedite site clearance and accelerate project implementation.

In addition, the Department of Construction was instructed to work directly with each investor to establish implementation schedules along with specific commitments, while urgently advising and finalising proposals for the PPC to issue a “green lane” mechanism for social housing construction.
