Accelerating public investment disbursement

As Dak Lak pursues double-digit economic growth in 2026, public investment continues to be identified as one of the key growth drivers for the provincial economy.

Accelerating construction progress

Across major transport, irrigation, urban infrastructure and civil construction sites, project owners are intensifying efforts to accelerate construction progress, address bottlenecks as well as improve disbursement rates.

The Provincial Management Board of Transport and Agricultural - Rural Development Construction Investment Projects (Board A) is currently managing 35 projects with total allocated capital exceeding 3.381 trillion VND. Meanwhile, the Provincial Management Board of Civil and Industrial Construction Investment Projects (Board B) has been assigned as investor for 34 projects with total funding exceeding 940 billion VND.

The biggest challenge for project owners is maintaining construction progress while achieving disbursement targets under the provincial growth scenario. To fulfil this task, the units have proactively developed detailed plans for each project coupled with contract package, regularly reviewed implementation volumes and resolved difficulties directly at construction sites.

Comrade Nguyen Quoc Dong, Director of Board B, said the unit regularly coordinates with departments, sectors together with local authorities to address project-specific obstacles. Although several obstacles remain, overall progress remains on schedule, with a target of achieving a disbursement rate of around 40% of the 2026 capital plan by the end of June, surpassing the provincial benchmark.

At numerous construction sites, contractors have been instructed to mobilise manpower combined with equipment, extend working hours and operate additional shifts, taking full advantage of favourable weather conditions to accelerate construction. Simultaneously, they are expediting inspection, payment alongside final settlement procedures to bring completed projects into operation as soon as possible and enhance investment efficiency.

High-intensity emulation campaign for site clearance

To ensure commitments on project schedules, Board A has developed detailed disbursement along with implementation plans for each project, while pledging close cooperation with local authorities to accelerate site clearance, resolve construction material shortages and review contractor capacity.

At Board B, a range of solutions is being implemented in a coordinated manner. The unit has reviewed progress across all works, established detailed monitoring charts, clearly assigned responsibilities and proactively worked with communes, wards together with relevant agencies to finalise compensation, support and resettlement plans for projects facing obstacles.

At the local level, communes alongside wards hosting projects are also taking proactive action. Comrade Pham Trung Nghia, Deputy Secretary of the Party Committee and Chairman of the People’s Committee of Tan An Ward, said the locality has reviewed all projects with outstanding issues, proactively worked with investors to assess each specific case as well as proposed appropriate solutions.

Responding to demands for accelerating major projects, PPC Vice Chairman, comrade Truong Cong Thai has instructed local authorities to launch a province-wide high-intensity emulation campaign on site clearance for public investment projects. Under this direction, local authorities must focus on communication activities, public outreach and dialogue with residents; organise commitment signings for land handover for each project; while clearly assigning responsibilities to each unit, individual and agency head.

He also directed relevant departments together with sectors to urgently resolve difficulties related to resettlement, construction material supplies, investment procedures and capital reallocation; strengthen on-site inspections; along with take firm action against underperforming contractors failing to meet schedule requirements.

The coordinated implementation of these solutions from the provincial level to grassroots authorities is expected to remove site-clearance bottlenecks, maintain construction progress, accelerate public investment disbursement, and create momentum for economic growth.
