To accelerate administrative reform (AR), improve the investment together with business environment, and unlock development resources, Dak Lak PPC Chairman, comrade Do Huu Huy has signed an official document introducing a province-wide “green lane” mechanism for investment projects.
The initiative is regarded as a strategic step to effectively implement Politburo resolutions on comprehensive AR along with private-sector development. Its primary objective is to reduce by 50% the processing time for investment policy approvals and adjustments, alongside the issuance and amendment of investment registration certificates.
The “green lane” mechanism will apply to key projects, including industrial park (IP) infrastructure, logistics centres, housing and energy projects, as well as projects with total investment capital of 800 billion VND or more, and other projects designated by the PPC Chairman.

To ensure effective implementation, the province has issued a detailed process for handling applications under the “green lane” mechanism for investment policy approval or adjustment by the PPC Chairman, together with the issuance and amendment of investment registration certificates.
The province has also instructed agencies coupled with units to prioritise personnel and processing time, while using a “green lane” identification stamp on dossiers to closely monitor progress. The entire procedure will be digitised alongside conducted online. Notably, the province will apply a “default approval” mechanism. Under this approach, agencies consulted during the appraisal process that fail to respond within the prescribed timeframe, or submit incomplete or unclear responses, will be deemed to have agreed with the proposed investment policy. Heads of agency concerned will be held accountable in accordance with regulations.
Following the pilot implementation in 2026, the PPC will assess the outcomes and consider expanding the model. Simultaneously, departments together with agencies have been tasked with examining oppportunities to apply this mechanism in land administration, construction, environmental management, and fire prevention as well as firefighting. The goal is to shorten the overall project implementation time, from registration to construction commencement, by at least 60%, creating a strong driving force for Dak Lak to achieve double-digit growth in 2026 and throughout the 2026 - 2030 period.
