Improving quality of administrative reform and enhancing the Provincial Competitiveness Index (PCI)

Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, PPC Chairman, comrade Do Huu Huy has chaired a meeting to discuss solutions and concrete plans aimed at improving quality of administrative reform (PAR), alongside enhancing PAR Index and Provincial PCI.

As of April 21, 2026, Dak Lak’s service performance index for citizens and businesses reached 94.92 points, ranking 25th among 34 provinces along with cities. Meanwhile, the Digital Transformation Index (DTI), evaluated by the Ministry of Science and Technology, placed the province 29th out of 34.

In recent years, the PPC has issued multiple directives and implemented decisive measures to advance PAR across agencies, units together with localities. However, shortcomings remain. Review and systematisation of legal normative documents in several units remain irregular, causing delays in identifying as well as handling regulations no longer suitable following administrative restructuring. Quality of drafting legal documents in some lead agencies remains limited, while updates to the provincial legal database have at times been slow.

Regarding administrative procedure reform (APR) and e-government alongside digital government development, efforts to streamline internal APR, along with those related to citizen documentation, have yet to meet expectations. Information systems handling APR across ministries, sectors, localities remain insufficiently connected and synchronised, resulting in difficulties during dossier processing, data aggregation, reporting, etc.

In the coming period, Dak Lak will continue accelerating PAR, improving investment and business environment, enhancing public services, supporting enterprises, thereby promoting socio-eco development. The province will intensify communication on PAR, conduct regular, thematic as well as ad hoc surveys to measure public satisfaction with administrative services, while evaluating performance of agencies, units, localities in line with PAR outcomes and leadership accountability, etc.

PPC Chairman, comrade Do Huu Huy requested heads of agencies, units, localities to further streamline APR, reduce processing time and costs, avoiding formalistic reductions on paper. He also called for improving scores alongside rankings on the National Public Service Portal, while expanding online public services. Simultaneously, relevant units were urged to review along with propose restructuring the contingent of officials, civil servants, public employees in line with job positions, alongside continued policies to attract high-quality human resources. Notably, a “green channel” mechanism will be introduced to fast-track APR for key investment projects and those with strong spillover effects, thereby supporting business development and enhancing investment attraction.
