Tightening accountability, focusing on resolving delays in slow-moving projects

According to a report by the provincial Inspectorate, in the 2021-2025 period, the province had 2,460 State budget-funded projects. Of these, 141 projects currently under implementation are encountering difficulties, delays alongside prolonged backlogs, and have yet to undergo inspection or audit. Regarding non-budget projects, there are 430 projects, including 107 experiencing delays.

In general, investors together with relevant agencies have largely complied with provisions under Law on Public Investment as well as related legislation; appraisal and approval have been carried out within proper authority; contractor selection alongside contract signing has followed regulations. Quality management has been implemented relatively comprehensively, contributing to infrastructure improvement and supporting local development. Project implementation has remained largely timely along with coordinated, helping mobilise social resources.

However, projects continue to face multiple challenges, including obstacles in compensation as well as site clearance; adjustments in scale, design, and total investment due to price fluctuations alongside planning changes; constraints in capital allocation; legal issues involving land, environment, planning, licensing; limited capacity among certain contractors as well as consultants; together with weather impacts affecting progress and quality.

At the conference, participants focused on discussing and analysing causes of existing obstacles, while proposing solutions to address bottlenecks and accelerate project implementation, particularly in site clearance, legal procedures, along with capital allocation.

In concluding remarks, comrade Luong Nguyen Minh Triet called for urgency alongside decisiveness in reviewing, resolving backlogged projects. Implementation must be closely linked with inspection, supervision, clarifying responsibilities while handling violations in line with regulations, ensuring projects are brought into operation as soon as possible. Heads of Party committees, authorities, departments, as well as sectors will bear direct responsibility, with performance outcomes serving as key benchmarks for evaluating officials, alongside firm replacement of underperforming personnel.

The Provincial Party Secretary also requested a comprehensive review of all projects, conducted objectively, aligned with practical conditions; clear classification into groups requiring continued resolution, recovery, or inspection; to be completed before May 15, with full reporting on status, causes, responsibilities, solutions, and timelines.

He assigned the PPC to establish sector-based task forces, set up dedicated units for monitoring alongside consolidation; relevant departments must clearly define focal points responsible for implementation; submit reports every two weeks; prioritise immediate resolution of key projects; issue an overall action plan, as well as expedite issuance of K coefficient for site clearance before May 15. Investors are required to commit to progress schedules, with warning measures and project withdrawal applied to delayed or land-inefficient projects.

Simultaneously, media agencies are urged to strengthen timely, transparent communication on review alongside handling processes, contributing to social consensus. The supervisory role of provincial People’s Council as well as National Assembly delegation should also be enhanced to ensure strict, effective, regulation-compliant implementation.
