First extraordinary session of 11th Provincial People’s Council:
Approves adjustments to Provincial Planning for 2021-2030 period with vision towards 2050

The 11th Dak Lak Provincial People’s Council, tenure 2026-2031, recently convened its first extraordinary session.

During session, delegates reviewed submissions and appraisal reports before approving 12 resolutions. Several resolutions addressed major issues aimed at refining development orientations, unlocking resources, removing bottlenecks, enhancing governance efficiency while creating fresh momentum for provincial growth. Key resolutions included approval of adjustments to Dak Lak Provincial Planning for 2021-2030 period with a vision towards 2050; policies supporting preservation and promotion of gong cultural heritage values across province during 2026-2030; adjustment as well as detailed allocation of 2026 public investment plan funded by local budget sources; list of projects requiring land acquisition for socio-eco development serving national alongside public interests; together with amendments and supplements to several provisions relating to provincial land price framework.

Session also conducted a supplementary election for membership of PPC for 11th tenure, 2026-2031, appointing comrade Nguyen Van Hoa, member of Provincial Party Standing Committee and Commander of provincial Military Command.

Addressing closing remarks, comrade Cao Thi Hoa An called on authorities along with sectors at all levels to promptly bring adopted resolutions into practice without delays. She requested newly approved resolutions be translated into concrete plans, tasks, timelines as well as deliverables while ensuring implementation follows spirit of “six clear principles and one unified approach”. She further stressed importance of unlocking resources, creating tangible improvements in economic growth, public investment combined with key driving projects, while maximising effectiveness of two-tier local government model with public service quality serving as primary measure of performance. Simultaneously, she urged strict implementation of Conclusion No. 34-KL/TW dated May 18, 2026 issued by Politburo together with Directive No. 21/CT-TTg dated May 20, 2026 issued by Prime Minister regarding reorganisation of villages and residential groups, as well as arrangement, utilisation, policies together with entitlements for part-time personnel at commune, village and residential-group levels, ensuring synchronised completion before June 30, 2026.
