Second session of 11th Dak Lak Provincial People's Council: Focuses on achieving 2026 growth targets

Following two days of serious, democratic and highly responsible deliberations, the Second Session of the 11th Dak Lak Provincial People's Council successfully completed its entire agenda coupled with programme.

During the session, the Provincial People's Council conducted a comprehensive review of reports on socio-eco development, national defence and security, state budget performance, public investment, judicial affairs, crime prevention alongside control, anti-corruption efforts, thrift practice, waste prevention, along with many other important matters prescribed by law.

With broad consensus, the Provincial People's Council adopted 20 resolutions. These resolutions represent significant policy decisions that promptly translate Party guidelines, State policies along with laws into practical measures and addressing the provincial development requirements while fulfilling local political responsibilities.

Delegates also engaged in in-depth discussions, conducted question-and-answer sessions, as well as addressed numerous issues raised by voters. The session elected comrade Y Nhuan Bya, Deputy Head of the Provincial Party Committee's Organisation Commission, as Dak Lak PPC Vice Chairman for the 2026-2031 tenure. It also elected comrade Ho Quang De, Director of the Department of Construction, as a PPC additional member for the same tenure, while approving the dismissal of Mr. Tran Van Tan, former Director of the Department of Finance, from his position as a PPC member following his reassignment to another post.

Delivering the closing remarks, comrade Cao Thi Hoa An, Member of the Party Central Committee, Permanent Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council, urged the PPC, departments, sectors as well as local authorities to promptly translate newly adopted resolutions into concrete actions while ensuring effective implementation. She stressed that execution must clearly define tasks, responsibilities, timelines, resources alongside expected outcomes, with each assignment placed under a single lead agency throughout implementation. She also called for unwavering determination to achieve the provincial 2026 growth targets, particularly its goal of delivering double-digit economic growth.

She further emphasised enhancing effectiveness and efficiency of the two-tier local government model, especially at grassroots level. Departments, sectors together with local authorities were urged to continue reviewing while harmonising the legal framework, provide guidance and support for commune-level administrations in carrying out newly assigned responsibilities, as well as promptly strengthen organisational structures, human resources, working conditions, digital infrastructure combined with administrative procedures. These efforts are expected to ensure grassroots governments remain close to the people, responsive to public needs, and better equipped to address practical issues arising at local level.

She called on every agency, unit together with d locality to begin implementing the adopted resolutions immediately after the session, ensuring they become a genuine driving force for provincial development while further strengthening public confidence.
