On the morning of September 22, the Provincial Party Standing Board held a working session to review the arrangement and disposal of surplus assets alongside progress in collecting land use fees following the restructuring of the provincial organisational apparatus and administrative units.

Overview of the working session.

According to the report, as of September 21, the province had completed a review of 4,244 properties involving buildings and land. Of the 860 surplus properties for which transfer decisions had been issued, the relevant agencies had approved the disposal coupled with utilisation plans for 828 properties, representing more than 96%.

Of these, 248 properties had been allocated for cultural, sports and public facilities; 103 for office premises; as well as 352 for lease. However, progress in disposing of the properties and signing lease agreements remains slow, with no property yet having completed procedures for auction, land allocation or land lease.

Regarding land use fee collection in 2026, as of September 20, the province had collected 2.771 trillion VND, equivalent to 50.4% of the estimate assigned by the central Government and 45.5% of the estimate assigned by the Provincial People's Council. Of this amount, the commune-level authorities collected 2.471 trillion VND, while the provincial-level authorities collected 300 billion VND. Land use rights auctions generated more than 828 billion VND in winning bids.

At the working session, delegates discussed solutions to expedite valuation and approval of plans for leasing while auctioning surplus assets, resolve bottlenecks related to land and site clearance while strengthening the accountability among agency heads, thereby making effective use of land resources as well as striving to meet and exceed the 2026 State budget revenue target.

In concluding remarks, comrade Luong Nguyen Minh Triet, Member of the Party Central Committee and Secretary of the Provincial Party Committee, called for a decisive shift from plans to tangible outcomes, with clear assignments of personnel, tasks, deadlines alongside responsibilities. He requested that plans for handling all outstanding assets must be completed in September, prioritising 69 land plots for which no plan has yet been formulated and 72 plots earmarked for lease. The Department of Finance was instructed to strengthen guidance and inspections, combined with establish lists and timelines, together with a dashboard to track each property, ensuring that no assets remain unresolved or vacant for prolonged periods.

Regarding land auctions, agencies need to remain fully focus throught the end of the year; review and adjust targets in line with actual conditions as well as link them to KPIs; remove bottlenecks related to land prices, auction plans and assets attached to land; accelerate site clearance coupled with infrastructure investment; provide more information on land funds available for auction; and accelerate land-use conversion. Simultaneously, they should proactively prepare land funds, infrastructure alongside other conditions needed for land auctions in 2027.
