Identifying public investment disbursement as a key political task, Dak Lak province has candidly acknowledged existing shortcomings, actively sought solutions to remove bottlenecks, and reaffirmed its determination to create breakthroughs.
Identifying bottlenecks
As of April 29, 2026, Dak Lak’s public investment disbursement had exceeded 732 billion VND, equivalent to 7.72% of the plan assigned by the Central Government.
According to leaders of the provincial Project Management Board for Transport and Agricultural and Rural Development Construction Investment, the unit was allocated more than 2.25 trillion VND in 2026 and has so far disbursed over 159 billion VND, equivalent to 7.07% of the plan. Slow disbursement has largely been attributed to difficulties in hiring consultancy units to determine specific land prices, due to caution over pending adjustments to the land price coefficient (K coefficient). The decentralisation of land origin verification to commune-level authorities has also placed considerable pressure on grassroots administrations while land-related procedures and site clearance bottlenecks continue to hinder implementation.

According to the Department of Finance, slow disbursement progress has also stemmed from the fact that, at the beginning of the year, project owners tend to prioritise settlement of previous-year capital and completion of documentation for new projects. A shortage of specialised public investment personnel at commune along with ward levels has created localised bottlenecks.
In addition, inadequate coordination among departments and agencies, coupled with investment preparation that failed to fully reflect practical conditions at several units, has slowed overall progress. A number of contractors and project management boards also continue to face capacity limitations.
Fundamental solutions
Recognising public investment disbursement as a major growth driver, the Provincial Party Standing Committee established a Steering Committee for double-digit economic growth, headed by the Provincial Party Secretary, together with four supporting task forces led by PPC leaders to promptly address difficulties arising at the grassroots level.
Major capital-intensive projects have now been assigned to each PPC vice chairman for close monitoring. The province requires all project owners to sign direct progress commitments with PPC Chairman.

For units showing weak performance or no positive improvement during May and June, the province will report to the Provincial Party Standing Committee for consideration of personnel restructuring. The PPC is simultaneously reallocating capital from delayed projects to those with stronger implementation capacity alongside suspending underperforming contractors.
Regarding compensation combined with site clearance, comrade Nguyen Minh Huan, Director of the Department of Agriculture and Environment, said the department has proactively organised working sessions and issued detailed written guidance to each locality. While awaiting tpromulgation of new K coefficient, localities are required to apply specific land price frameworks to avoid disrupting project progress. The department committed to completing the K coefficient before July 1, 2026.
To accelerate site clearance, PPC Chairman, comrade Do Huu Huy directed local authorities to provide written commitments on land handover schedules for each project. The provincial State Treasury has also been tasked with updating daily on disbursement figures, enabling provincial leaders to directly and flexibly oversee implementation.
Public investment disbursement is not merely a matter of economic figures, but also a measure of governance capacity as well as public accountability. With spirit of openness and the highest determination, Dak Lak aims to achieve a disbursement rate exceeding 95% by the end of the year.
