Transforming digital data into a breakthrough growth driver

Politburo Resolution No. 57-NQ/TW identifies data as the primary means of production and data infrastructure as the pillar of the digital era. In Dak Lak province, this orientation is being concretized through constructing the Provincial Data Center, transforming digital data into a crucial resource serving the development of the digital economy, digital society, alongside digital citizens.

“The digital heart” for the data economy

The Provincial Data Center officially launched on April 16th, serving as a repository, integration center, and connectivity of large-scale data resources across socio-eco sectors. This system also serves as an essential hardware platform for modern technologies including cloud computing, A.I, along with the Internet of Things (IoT). In particular, the Center ensures the continuity of digital services such as online banking and e-commerce, while allowing for flexible expansion of processing capacity according to development demand without having to reinvest in infrastructure from the beginning.

Once operational, the Data Center will continuously collect as well as connect information and data from various sectors alongside levels, build a data and information warehouse, along with ensure the application of modern tools for analysis, forecasting, supporting leadership making decision, and creating Open Data. Simultaneously, it will integrate the provincial databases through a unified platform, ensuring integration as well as interoperability with systems inside and outside the province; while building a comprehensive security analysis platform.

According to the Director of the Department of Science and Technology, Mr. Bui Thanh Toan, the operation of the Data Center will create a clear and groundbreaking transformation in the management together with administration of all levels of government. Instead of relying on the traditional “record-based management” approach, the working methods of state agencies will shift to “data-driven governance”. Decision-making based on real-time data improves accuracy and timeliness; contributes to simplifying administrative procedures while enhancing cybersecurity capabilities.

Towards mastering digital knowledge

Alternate Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Provincial Party Committee, and PPC Chairman, comrade Do Huu Huy emphasized: “The Data Center is not just technical infrastructure. It forms foundation for Dak Lak province to exploit data - the most valuable resource of the 21st century”.

The PPC Chairman clearly stated the view that data must be built according to the standards of “accuracy, cleanliness, and viability”, while being shared to create real value for the community. This resource will help the agricultural sector forecast seasons and optimize production; the tourism sector develop products that suit consumer tastes; as well as help the government formulate policies to support businesses in a timely manner. This is the key for Dak Lak’s breakthrough and advancement, aiming for double-digit GRDP growth in the 2026-2030 period.

In this process, the Department of Science and Technology plays a core role as being assigned, leading multiple strategic tasks. Completion of provincial databases must be done urgently, ensuring that all departments, agencies, along with the 102 communes and wards seriously connect as well as update data into the common system. The core objective is to build a comprehensive and detailed data warehouse, applying modern tools for analysis alongside forecasting to support leadership’s decision-making, contributing to improving the State management efficiency, increasing transparency, and better serving to the people.

With decisive leadership from the provincial government together with the proactive efforts of various sectors and localities, the province is gradually moving towards mastering digital knowledge to narrow the development gap as well as build a modern, smart, and prosperous Dak Lak province.
