With the goal of advancing comprehensive digital transformation (DT) to support socio-eco development, the PPC and postal - telecommunications corporations along with enterprises have partnered to implement a range of projects and solutions related to information technology (IT) infrastructure alongside databases, with a long-term and sustainable vision.
Providing technology solutions and infrastructure
Under cooperation agreements to support the development of digital government, digital economy combined with digital society, the Vietnam Posts and Telecommunications Group (VNPT) is prioritising the deployment of advanced telecommunications as well as IT solutions across the province. VNPT is also providing digital government infrastructure solutions to support provincial administrative operations and ensure seamless connectivity throughout the two-tier local administration system. Simultaneously, VNPT is developing databases, services alongside solutions built on smart city platforms and intelligent operations centres.

VNPT is further cooperating with the province to accelerate DT among enterprises; support training as well as capacity building to improve digital skills for officials, civil servants, public employees and residents; along with deploy smart healthcare, smart education, digital citizen and online training solutions.
As part of its cooperation with the PPC to develop digital government, digital infrastructure, digital economy and digital society, MobiFone Telecommunications Corporation (MobiFone) will deploy e-government platforms, administrative procedure processing systems along with intelligent operations centres. The corporation will also support the development and effective utilisation of shared databases connected with national coupled with specialised data systems.
MobiFone and the PPC are additionally focusing on developing telecommunications infrastructure, 5G, cloud computing as well as data centres; promoting digital technology applications in agriculture, tourism, industry and trade; implementing digital solutions for residents; while prioritising human resource training, digital skills dissemination and raising DT awareness across society. In particular, MobiFone is accompanying the province in implementing the Government’s Project 06 together with the Politburo’s Resolution No. 57-NQ/TW.
Enterprises accompanying local authorities
According to Major General, comrade Truong Son Lam, Chairman of MobiFone, cooperation with the PPC on DT for the 2026 - 2030 period is expected to open a new phase of broader and more effective cooperation, laying foundation for synchronised DT programmes throughout the province.

Concurrently, VNPT Chairman, Mr. To Dung Thai said: “VNPT is committed to accompanying the province in building digital infrastructure while advancing science, technology, innovation and comprehensive DT. The solutions developed specifically for the province not only ensure compatibility with national systems but are also tailored to local needs along with conditions. VNPT is also committed to effectively implementing the cooperation agreements and tasks assigned by the province in order to achieve the stated goals”.
The cooperation agreements between the PPC and VNPT as well as MobiFone not only demonstrate the provincial strong commitment to working alongside telecommunications and digital technology enterprises, but also signal a new phase in its comprehensive modernisation along with DT process.
Dak Lak province is focusing on building digital government and developing digital economy combined with digital society, while gradually improving digital infrastructure, digital data systems and online public services. To ensure DT becomes a genuine growth driver, the province needs the support of major technology enterprises with strong capabilities as well as a long-term vision.
