Improving human resource quality: Expectations from Resolution 71

Universities and colleges across the province are revamping training programmes, strengthening partnerships with enterprises, expanding practical training while accelerating digital transformation (DT) to better meet socio-eco development requirements.

Resolution 71 of the Politburo identifies education along with training as a key driver of national development, focusing on institutional reform and greater university autonomy, alongside efforts to improve human resource quality, broader international cooperation as well as promote DT. In line with this direction, numerous universities and colleges across the province have proactively redesigned training programmes towards greater practicality alongside closer alignment with labour market and enterprise demands.

Dr. Ha Thi Nhu Hang, Acting Deputy Director of Dong A University, Dak Lak Campus, said the institution is promoting practice-oriented training, increasing hands-on learning hours while coordinating with enterprises to develop programmes tailored to labour market demand. She noted that modern education trends place learners at the centre, encouraging students to think creatively, proactively solve problems and gain real-world work experience.

At Tay Nguyen Polytechnic College, numerous cooperation programmes with enterprises inside alongside outside the province are being implemented to strengthen vocational skills training. Students are given opportunities to undertake practical training combined with internships at enterprises from their first academic year. According to Mr. Pham Thai Ha, Vice Principal of the college, enterprises require workers equipped with technical expertise and digital skills, therefore educational institutions must change their training mindset coupled with place labour market demand at the centre.

Aligning training with labour market demand

One of the core aspects of current education reform is strengthening linkages among educational institutions, enterprises and labour market. This is regarded as an important solution to improving training quality while helping graduates become job-ready immediately after graduation.

According to Dr. Dang Van Lai, Principal of Dak Lak College, in 2025 alone the college signed cooperation agreements with 15 enterprises inside and outside the province to expand vocational training linkages. Through these programmes, many students have participated in internships as well as practical experiences, improving vocational skills while gaining employment opportunities after graduation.

Simultaneously, Mien Trung University of Civil Engineering is reforming its training programmes by integrating theory with practice, alongside efforts to strengthen students’ professional skills, technological capacity to adaptability in the context of DT. Dr. Le Duc Thuong, Vice Rector of the university, said the institution is prioritising broader cooperation with enterprises while strengthening practical training, internships and early career experiences; therefore, students can access real working environments during their studies.
