The digital transformation (DX) process is gaining strong momentum, reaching even the most remote villages alongside hamlets. Community digital technology teams (CDTTs) are expected to serve as the "core" force bringing digital technology (DT) into daily life coupled with building a robust digital citizenry at the grassroots level.
Dak Lak province has currently had 1,546 CDTTs comprising over 9,200 members, acting as an extension of the DX Steering Board from the provincial down to the local level. Despite their active engagement, the majority of this workforce has not yet received in-depth training in digital skills.
In response to this situation, commune together with ward authorities have proactively organized training sessions that combine theory with hands-on practice to enhance the digital skills of their personnel. The curriculum focuses on essential "practical" skills, including navigating online administrative procedures, utilizing AI, data analysis, along with workflow management, while also covering the fundamentals of digital government, digital economy, digital society, alongside skills in livestreaming, online sales, as well as building brand through digital environment.

Since the beginning of the year, Tan Lap ward has organized three training sessions for over 400 participants. Mr. Tuong Ngoc Duc, Head of the CDTT for Residential Group 1, shared: "Having instructors provide hands-on, practical guidance helps the team members feel more confident when visiting households to raise awareness in conjunction with assist residents in adopting DT."
Mr. Nguyen Xuan Hoi, a trainer from VN168 Technology JSC, noted that this "practical" learning approach enables trainees to quickly grasp processes by combining theory with practice tailored to the local needs. The course's effectiveness is evaluated based on improvements in awareness, skills, together with the ability to apply knowledge in real-world situations.
For the CDTTs’ sustainable development
Despite achieving positive outcomes, the training coupled with capacity building, specifically regarding digital skills, for CDTTs’ members across the province still faces numerous challenges. The disparities in proficiency among members, the constantly evolving nature of digital platforms; crucially, a lack of "digital pedagogical skills" (they are capable of performing tasks but lack the ability to clearly explain them to the elderly or farmers) are impacting the teams’ operational effectiveness.
To address these shortcomings, the Dak Lak PPC recently directed the Department of Science and Technology to collaborate with VN168 Technology JSC along with various telecommunications enterprises so that these entities have actively deployed personnel proficient in digital skills to provide direct support to the CDTTs.

Notably, VN168 Technology JSC organized 45 training sessions for over 5,000 participants. Dak Lak VNPT deployed 204 personnel to support combined with disseminate digital skills to these teams during the 100-day "Digital Literacy for All" campaign. Dak Lak Viettel provided support personnel across 102 communes together with wards, while Dak Lak MobiFone offered guidance in conjunction with three-month support on utilizing the platform for the "Digital Literacy for All" practical assessment and survey at the grassroots level.
Thanks to this concerted effort, nearly 1.5 million residents have received guidance on utilizing online public services, achieving a 66.36% rate, while the models of "Exemplary digital citizen" along with "Exemplary Digital Village/Hamlet/Neighborhood" have been successfully replicated.
Training for CDTTs must be viewed as an ongoing, long-term process. Only when this workforce possesses sufficient competence, confidence, combined with initiative can DX truly permeate daily life, laying a solid foundation for building digital citizens alongside a digital society from the grassroots level.
