All Youth Union organisations at commune along with ward levels province-wide have formed at least one team, while government agencies, organisations and businesses have set up groups suited to their respective conditions.

Each team consists of 10-20 Youth Union members with IT expertise. Members receive specialised training in basic digital skills, Mobisafe solutions, widely used IT applications coupled with AI, equipping them to support residents throughout the DX process.

Teams have carried out extensive digital literacy outreach through face-to-face sessions in residential areas, government offices, schools and businesses, supplemented by online training.

Key topics include using computers, smartphones and popular digital platforms; installing while operating electronic identification apps, online public services; making cashless payments via QR codes; communicating with authorities digitally; and helping residents make effective use of digital services in their daily lives.

Information security, personal data protection, online scam prevention, along with identification of harmful or malicious content in cyberspace have received particular attention. These efforts are strengthening public awareness while improving residents’ ability to protect themselves online.

To date, “Digital Literacy for All” teams have assisted more than 72,000 residents in accessing digital services and utilities. The initiative is helping narrow regional digital gaps while reinforcing the pioneering role of Youth Union members in grassroots DX. It also supports development of digital government, a digital economy alongside a digital society, bringing Party and State DX policies closer to everyday life.
