Dak Lak Province is accelerating investment in infrastructure and platforms serving science alongside technology (S&T), innovation and digital transformation (DX) development.
To date, the PPC, together with relevant agencies and postal coupled with telecommunications enterprises, has invested in and developed infrastructure along with platforms serving DX. 100% of villages and hamlets have fibre-optic connections, 100% of residential areas have 4G coverage, 5G coverage has reached 96.5%, combined with all 102 communes and wards have postal service points. Meanwhile, shared digital platforms, the document management and executive system as well as administrative procedure processing systems have been maintained and upgraded, alongside preparation of investment in a range of new applications.
The use of population data, electronic identification combined with Project 06 continues to enhance the provision of public and essential services. Specifically, all 340 provincial medical examination along with treatment facilities have enabled information lookups using citizen identification cards/VNeID, with more than 10 million lookups recorded. In addition, more than 2.58 million health insurance cards have been synchronised and 769,900 electronic health records have been integrated, while the rate of non-cash payment of pensions and social insurance benefits has reached 74.15%.

The application of AI alongside digital solutions is also gradually being integrated into practical operations, moving beyond infrastructure investment alone. A number of products have been deployed, including an AI virtual assistant supporting immigration procedures, AI applications supporting fire prevention and firefighting operations, as well as tools for task management and monitoring. In particular, the database management software for fire prevention combined with firefighting, search and rescue operations, has cut information lookup times from tens of minutes to less than 5 seconds, reduced the time required to prepare periodic reports by around 80%, as well as is now being used by 102 commune-level units.
Alongside these efforts, measures to ensure cybersecurity and information security continue to be stepped up. The province maintains 24/7 connectivity together with data sharing for security monitoring across all 10 level-3 information systems with the provincial Network Information Security Monitoring and Operations Centre along with the National Cybersecurity Monitoring Centre. It has also conducted hands-on information security exercises while stepping up warnings and monitoring of information security risks. Dak Lak is also implementing important projects, including the Digital Data Platform serving command as well as operations in security and public order; the Digital Police Platform; alongside the provincial Cybersecurity Centre, thereby strengthening its capacity to protect the provincial data and digital infrastructure.
In implementing Resolution No. 57-NQ/TW, Dak Lak province has issued five plans covering 131 specific tasks; announced and launched eight major tasks in S&T, innovation combined with DX for the 2026 - 2030 period; established the Innovation Centre and is gradually developing while putting the S&T Exchange into operation, while also implementing a 100-day action plan focused on removing DX bottlenecks.
