The Dak Lak PPC and the National Data Centre under the Ministry of Public Security recently held a ceremony to sign a memorandum of understanding (MoU) on cooperation in data management, data governance combined with digital transformation (DX) province-wide.
Under the MoU, the two sides will cooperate in developing the provincial data architecture and governance alongside management framework; connecting, sharing and exploiting data; researching data exchange platforms while developing the data economy; training data professionals; and researching as well as applying data platforms, GIS, digital maps along with data analytics technologies to support state management.
The Department of Science and Technology will serve as the focal point for implementation on behalf of the province. The MoU will remain in effect for five years, with cooperation reviewed every six months or annually.

Addressing the signing ceremony, comrade Ho Thi Nguyen Thao, PPC Standing Vice Chairwoman, said that the province had maintained a data integration alongside sharing platform to connect with central ministries and agencies, while also linking to and exploiting data sources on enterprises, business households, civil status, construction together with finance.
All eligible administrative procedures are now available online. All commune-level People’s Committees have implemented electronic certification of copies against originals through the iGate system. Several agencies have achieved 100% digitisation of incoming dossiers and processing outcomes. Despite these achievements, the province continues to face difficulties requiring further support.
The MoU establishes a framework for strengthening bilateral cooperation in data, data governance and DX. Key priorities include helping the province complete its data governance framework; accelerating digitisation, data connectivity while sharing among state agencies; developing data exploitation and analysis solutions to support leadership, administration alongside administrative reform; and researching as well as implementing new data-driven models, platforms and technologies. Particular attention will also be given to training together with strengthening officials’ capabilities.
Senior Colonel Nguyen Thanh Vinh, Deputy Director of the National Data Centre under the Ministry of Public Security, emphasised that the systematic development, standardisation, connectivity and exploitation are essential to improving leadership and administration effectiveness, as well as developing digital services for citizens and enterprises.
The National Data Centre will coordinate with the province on professional exchanges and provide technical support for developing and completing the data governance framework. It will also study solutions for data connectivity, sharing and exploitation, alongside the application of new technologies suited to practical needs.
