Discussing solutions for developing industrial parks and clusters linked to deep processing and interregional logistics

On June 26, as part of the 2026 Dak Lak Provincial Planning Announcement and Investment Promotion Conference, the Provincial Department of Industry and Trade, in coordination with the Phu Yen Economic Zone (EZ) Authority and the Management Board of Dak Lak Industrial Parks (IPs), organised a seminar on “Developing Industrial Parks and Industrial Clusters Linked to Deep Processing alongside Interregional Logistics”.

The seminar served as a platform for policymakers, researchers, industry associations, businesses along with investors to discuss the provincial industrial development potential, identify existing bottlenecks and propose solutions for industrial growth within provincial newly expanded development landscape.

According to the Phu Yen EZ Authority, Dak Lak is uniquely positioned to combine the Central Highlands’ extensive agricultural coupled with forestry raw-material areas with seaports, EZs and the East-West transport corridor along the South Central Coast. These advantages provide a solid foundation for building integrated industrial value chains spanning raw-material production, deep processing, logistics as well as export activities.

Under the adjusted Provincial Planning for the 2021-2030 period, with a vision towards 2050, Dak Lak plans to develop 33 IPs covering approximately 10,885 hectares, alongside three key EZs.

Dak Lak has also designated 66 industrial clusters (ICs), with a combined area of nearly 3,598 hectares. Of these, 21 ICs have been established, attracting 221 investment projects and achieving an average occupancy rate of more than 60%. However, technical infrastructure, transport connectivity, logistics services, environmental treatment systems together with management capacity in numerous IPs and ICs still require further improvement.

Addressing the seminar, comrade Vu Ba Phu, Director General of the Trade Promotion Agency under the Ministry of Industry and Trade, said Dak Lak should develop IPs combined with ICs based on green and eco-industrial models that meet ESG (Environmental, Social and Governance) standards while strengthening interregional logistics networks to improve resource efficiency as well as enhance the competitiveness of export products.

Discussions focused on three key themes: developing modern, synchronised IPs and ICs; promoting deep-processing industries linked with raw-material areas; while building an integrated interregional logistics system. Participants also proposed measures to improve institutional mechanisms and policies, upgrade infrastructure, attract strategic investors, accelerate the adoption of science and technology (S&T) alongside digital transformation (DX), develop a highly skilled workforce, and strengthen regional connectivity.

Addressing the seminar, comrade Dao My, PPC Vice Chairman, said discussions had highlighted major trends in developing green, smart and sustainable IPs coupled with ICs; meanwhile, also identifying bottlenecks related to infrastructure, logistics, and the provincial capacity to attract high-tech along with deep-processing investment projects.

He noted that, within Dak Lak’s new development framework, the province aims to build an integrated industrial ecosystem with strong regional connectivity, placing infrastructure at its foundation, enterprises at its centre, deep processing as its primary growth driver, logistics as its strategic connector, S&T, DX and green development as key breakthroughs.

Provincial departments, sectors together with local authorities have been tasked with restructuring industrial development space, upgrading the IPs and ICs infrastructure quality, attracting leading enterprises to invest in deep processing, prioritising logistics facilities, cold-storage systems combined with distribution centres, while accelerating S&T adoption, DX and high-quality workforce development.

Concluding the seminar, the Vice Chairman assigned the Department of Industry and Trade to consolidate recommendations from participants as well as prepare a list of priority infrastructure projects for IPs, ICs, deep processing and interregional logistics during the 2026-2030 period. The department was also tasked with proposing tailored mechanisms alongside policy incentives to better support businesses and investors in the years ahead.
