Guided by the principle, "Planning paves the way, investment leads the way, while connectivity creates development momentum", Dak Lak is striving to become a regional connectivity hub linking the South Central Coast and Central Highlands, while pursuing rapid and sustainable growth through breakthrough measures to mobilise resources coupled with attract investment.

To implement the Provincial Planning for the 2021 - 2030 period, with a vision towards 2050, and achieve its target of mobilising more than 676 trillion VND in total social investment during 2026 - 2030, Dak Lak has identified maximising all available resources as a strategic breakthrough task. The province prioritises synchronised investment in technical infrastructure, particularly transport infrastructure, to strengthen interregional connectivity. Simultaneously, it is accelerating strategic infrastructure development, including free trade zones, logistics centres, renewable energy projects combined with a modern urban system.

Alongside infrastructure development, Dak Lak is focusing on cultivating a highly skilled workforce in high-tech agriculture, forest economy, biotechnology and AI. The province is also accelerating digital transformation (DX) across its three pillars - digital government, digital economy alongside digital society - to improve the investment climate while building a transparent and service-oriented administration.

Member of the Party Central Committee and Provincial Party Secretary, comrade Luong Nguyen Minh Triet stressed that the Provincial Planning serves as the foundation for the entire planning system, from strategic orientation to implementation. Accordingly, the adjusted planning will more clearly defines the provincial distinctive strengths as well as competitive advantages, reinforcing its appeal to strategic investors. The vision to 2050 has also been refined to promote green growth, smart urban development and green finance, while clearly defining growth drivers and strategic pillars to prioritise resources for key sectors coupled with major projects.

Innovating investment attraction

To mobilise resources for implementing the provincial planning, Dak Lak is adopting a comprehensive range of financing solutions. The province is working closely with central ministries and agencies to secure official development assistance (ODA), supplementary funding together with national target programme resources for strategic infrastructure projects. Concurrently, it is reviewing while auctioning land funds as well as surplus public assets to create ready-to-invest land reserves.

The Provincial Planning for the 2021 - 2030 period, with a vision towards 2050, identifies the eastern coastal growth region as a future centre for integrated marine economic development.

Compensation and resettlement are also being accelerated to facilitate strategic investors through preferential policies along with fast-track "green lane" mechanisms. In addition, the province is diversifying public - private partnership (PPP) models while expanding cooperation with international financial institutions, including the World Bank (WB) and the Asian Development Bank (ADB) to invest in transport infrastructure, clean energy together with integrated digital infrastructure.

According to PPC Vice Chairman, comrade Truong Cong Thai, the Provincial Planning will serve as an effective platform for showcasing the provincial image, potentials and investment opportunities to business communities domestically alongside internationally. Dak Lak remains committed to advancing administrative reform, improving the business and investment environment, accompanying enterprises throughout project implementation, ensuring openness combined with transparency, and creating the most favourable conditions for long-term investment.

With comprehensive policy alignment as well as strong political determination, Dak Lak is steadily moving towards becoming a dynamic province where people, technology and nature advance in harmony, contributing to realisation of its development aspirations while reinforcing its role as a strategic gateway within the national and international economic landscape.
